Health and Human Services Agency, Social Services Division, recommending the Board consider the following:
1) Approve and authorize the Chair to sign retroactive Agreement for Services 396-S1411 with Donelle Anderson for the provision of therapeutic counseling and related services on an "as requested" basis for the term of January 26, 2014 through January 25, 2017 with a maximum contractual obligation of $200,000; and
2) Authorize the Purchasing Agent, or designee, to execute further documents relating to Agreement for Services 396-S1411, including amendments thereto and contingent upon approval by County Counsel and Risk Management, which do not affect the maximum dollar amount or term of the Agreement.
FUNDING: Funded with a blend Federal and State funds (85%) with County share of cost or required match (15%) met with realignment funds.

Fiscal Impact/Change to Net County Cost
There is no impact to the Net County Cost associated with Agreement for Services 396-S1411. Sufficient appropriations are included in the Fiscal Year 2013-14 budget and will be included in future County Budget Requests.
Background
Health and Human Services Agency (HHSA) has contracted with Donelle Anderson since 2011 for the provision of therapeutic counseling, which includes individual, family, and group therapy. Ms. Anderson also provides therapeutic visitation services, and when necessary, she participates in multidisciplinary team meetings and Court meetings. HHSA maintains agreements with multiple local vendors for the provision of therapeutic counseling and related services to ensure that clients can be referred by their caseworker on an "as requested" basis to receive necessary, and in some cases, Court-mandated services from the most appropriate and conveniently located vendor. Choice of vendor is based upon the specific needs of each individual HHSA client.
Reason for Recommendation
Pursuant to Welfare and Institutions Code Sections 16501-16508, HHSA is required to provide counseling services that promote reunification of children and families who are being served by the HHSA Child Protective Services (CPS) program. The services provided by Donelle Anderson continue to be a successful tool in assisting HHSA to meet these mandates. Approval of Agreement for Services 396-S1411 will also help ensure the continued provision of Court-mandated therapeutic counseling and related services are available on an "as requested" basis.
Failure to approve this Agreement will result in difficulty meeting the service demands of the community and HHSA's mandated services requirements, as well as disrupt the progress and continuity of care for clients currently receiving services from this vendor.
Clerk of the Board Follow Up Actions
1) The Clerk of the Board to obtain the Chair's signature on the two (2) originals of Agreement for Services 396-S1411.
2) The Clerk of the Board to forward one (1) fully executed original Agreement to HHSA Contracts Unit at Briw Road for further processing.
