Health and Human Services Agency (HHSA) recommending the Board:
1) Make findings that the provision of non-medical in-home support services provided by Contractor are in the public's best interest and that due to the limited timeframes, temporary or occasional nature, or schedule for the project or scope of work, the ongoing aggregate of work to be performed is not sufficient to warrant the addition of permanent staff in accordance with El Dorado County Ordinance Code, Chapter 3.13.030(B);
2) Approve and authorize the Chair to sign Amendment II to Agreement for Services 5133 with DNT In Home Care, Inc. doing business as Senior Helpers, increasing compensation by $9,000 for a new not-to-exceed amount of $99,000, with no change to the term of the Agreement;
3) Authorize the Purchasing Agent to execute amendments relating to Agreement 5133, contingent upon approval by County Counsel and Risk Management, which do not increase the maximum dollar amount or term of the Agreement; and
4) Authorize the HHSA Director, or Chief Assistant Director, to execute programmatic, administrative, and fiscal documents relating to Agreement 5133.

DISCUSSION / BACKGROUND:
HHSA through its Community and Social Services Division, offers a wide range of programs to residents age 60 and over and eligible disabled or at-risk adults residing in the County to meet their basic needs, improve their quality of life, and help them remain independent to the extent possible. Community Services Programs include the Family Caregiver Support Program (FCSP), Senior Health Education Program, Long Term Care Ombudsman, Senior Activities, Senior Nutrition, Senior Legal, and Senior Day Care. Social Services Programs include the APS Home Safe Program and the Elder and Dependent Adult Abuse Program. Vulnerable clients of the above programs struggling to meet their needs and thus at risk without the provision of supportive services for an interim period and/or individuals who have been the victim of a crime and are in need of short-term, temporary assistance while working on more permanent solutions for their situation will gain assistance.
The Board of Supervisors approved Amendment I on October 26, 2021, which updated provider rates and increased the not-to-exceed amount by $30,000 to $90,000. Amendment II will increase the compensation by $9,000 for a new not-to-exceed amount of $99,000. Amendment II will also enable HHSA APS to share this Agreement with Senior Support Services and adds ARPA, APS Home Safe Program, and Cal OES EDAAP grant funding that has been awarded to APS, as these services align with the allowable expenditures of these grant funds. APS was not previously included on the Agreement so these additional funds will help cover both HHSA APS and Senior Services programs.
HHSA has successfully contracted with Senior Helpers over several years. Senior Helpers provides non-medical in-home support services, homemaker/chore, personal care, transportation to medical appointments, and respite care to clients enrolled in FCSP and Senior Supportive Services. The additional funds will allow APS to provide non-medical in-home support services to older and dependent adults.
ALTERNATIVES: Should the Board decline to approve, HHSA would be limited in the service providers available and thus may not be able to provide the needed services to the community.

FINANCIAL IMPACT:
There is no Net County Cost associated with this Agenda item. Sufficient appropriations have been included in the Fiscal Year 2023-24 Budget.
