DEPARTMENT RECOMMENDATION
Community Development Agency, Transportation Division (Transportation), recommending the Board approve and authorize the Chair to sign the First Amendment (Amendment I) to Agreement for Services 235-S1510 (Agreement) with Road-Tech Safety Services, Inc. (Road-Tech), increasing compensation by $50,000 for a new not-to-exceed amount of $75,000, with no increase in rates or change in the expiration date of the contract, to provide short term equipment rentals in support of various road maintenance projects, including those due to the storms of 2017.
DISCUSSION / BACKGROUND
The Agreement with Road-Tech was approved, with a not-to-exceed amount of $25,000, to provide short-term equipment rentals on an as needed basis, effective March 1, 2015, through February 28, 2018. This Agreement has allowed for the rental of traffic-control-related equipment for road maintenance projects. To date, Transportation has expended $18,503, leaving a balance of $6,497. The usage has primarily been due to the severity of the 2017 storms and the need for multiple changeable message signs to provide notifications to the public of storm-related road and lane closures.
Transportation believes that an additional $50,000 would provide for the continuation of changeable message signs for storm-related road and lane closures until the repair projects are underway, which are planned for the upcoming spring and summer months. The additional funding will also cover other road maintenance project needs through the end of the contract term, February 28, 2018.
ALTERNATIVES
1) Direct Transportation to make changes to Amendment I and return to the Board at a later date.
2) Direct Transportation to find alternative methods in providing notifications to the public of storm-related road and lane closures.

It is recommended that the Board approve this item.
FINANCIAL IMPACT
Funding for Amendment I will primarily be provided by the Road Fund, as well as potential Federal and State funding approved for reimbursement of emergency projects. There is no increase in the rates charged through the contract.
CLERK OF THE BOARD FOLLOW UP ACTIONS
1) The Clerk of the Board will obtain the Chair's signature on two (2) original copies of Amendment I.
2) The Clerk of the Board will return one (1) signed original copy of Amendment I to Community Development Agency, Contracts and Procurement Unit, for further processing.
