Title

Health and Human Services Agency (HHSA) recommending the Board:

1) Approve and authorize the Chair to sign Funding In Agreement 6256 with Advocates for Human Potential, Inc. for the Crisis Care Mobile Units (CCMU) Program Planning Grant, for a retroactive term beginning September 15, 2021 through February 14, 2023 in the amount of $200,000; and

 DISCUSSION / BACKGROUND:

The California Department of Health Care Services (DHCS) developed the Crisis Care Mobile Unit Program (CCMU) to utilize $150 million in funding received from the Behavioral Health Continuum Infrastructure Program (BHCIP), and $55 million received from the Substance Abuse and Mental Health Services Administration through the Coronavirus Response and Relief Appropriations Act (CRRSAA) to support and expand behavioral health mobile crisis and non-crisis services.  The County of El Dorado Health and Human Services Agency (HHSA) submitted a plan and application for CCMU Program Planning Grant funding, and DHCS awarded $200,000 on October 11, 2021 to implement the plan.    

 

DHCS contracted with Advocates for Human Potential, Inc. (AHP) to be the Administrative Entity of the grant agreement, and HHSA received Funding In Agreement 6256 (7460-CA MOBILE CRISIS-ELDORADO-01) from AHP in February 2022.  HHSA immediately began processing the Agreement and worked with County Counsel and AHP for several months to finalize the Agreement.  The final Funding In Agreement 6256 is retroactive to September 15, 2021 continuing through February 14, 2023, with Quarterly reporting to AHP by HHSA. 

 

Upon receipt of the award notification from DHCS, HHSA began working with Behavioral Health Consultant Nancy Callahan (I.D.E.A. Consulting) via Agreement 5484 to provide assessment and community outreach to develop an Action Plan which would support mobile behavioral health crisis services to individuals age 25 and younger, as well as divert individuals from involvement in the criminal justice system. Allowable expenses under the CCMU Planning Grant funding include: staffing to facilitate and inform program planning and Action Plan development; consultant services to facilitate and inform program planning and Action Plan development; coordination with local and regional organizations to facilitate program planning and Action Plan development; equipment, supplies, and software to support program planning and Action Plan development; and community needs assessments to inform program planning and Action Plan development.  Upon Board approval of Funding In Agreement 6256, HHSA will be able to receive the Quarterly funding for expenses already incurred.

 

ALTERNATIVES:

Should the Board decline to approve this recommendation, HHSA would be unable to be reimbursed by AHP for expenses already incurred for its development of a CCMU Action Plan.
