DISCUSSION / BACKGROUND

Department of Transportation, Maintenance and Operations Division (Transportation) requested a formal bid for on-call culvert lining services. In accordance with El Dorado County Ordinance Code, Section 3.13.030(c), by El Dorado County Charter, Section 210(b)(6) and/or Government Code Section 31000, it has been determined that specialty skills and qualifications not expressly identified in County classifications are involved in the performance of the work and the service may be contracted out. The services will be utilized to address culvert maintenance work. Culverts will be inspected and if determined to be a lining candidate, the on-call agreement will allow maintenance of the culvert without excavating the area and preventing lane closures.

 

RFQ #2025-0116 was posted and produced one proposal. After a thorough evaluation, the proposal was determined to meet the needs of Transportation and documented the necessary experience desired. Transportation anticipates completing culvert lining projects on an as-needed basis.

 

ALTERNATIVES

The Board could choose not to authorize the on-call agreement for culvert lining services and direct Transportation to continue to excavate all culverts regardless of eligibility for culvert lining.

FINANCIAL IMPACT

Funding is available within Transportation's budget for Fiscal Year 2025-26 and will be included in future years' budget for the three (3) year term.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) The Clerk of the Board will obtain the Chair's signature on two (2) originals of the Agreement.

2) The Clerk of the Board will return one (1) signed original of the Agreement to CAO Procurement and Contracts for further processing.
