Chief Administrative Office, Emergency Medical Services and Emergency Preparedness and Response Division, recommending the Board:
1) Approve and authorize the Chair to sign Amendment I to Agreement 6159 with FirstWatch Solutions Inc. with no change to the NTE of $327,971.81; and
2) Authorize the Purchasing Agent to execute any necessary amendments relating to Agreement 6159, excluding term extensions and increases to the not-to-exceed amount, contingent upon approval by County Counsel and Risk Management.

DISCUSSION / BACKGROUND
The mission of El Dorado County Emergency Medical Services Agency (EMSA) is to provide a cost-effective, sustainable, collaborative, and data-driven Emergency Medical Services (EMS) system. The FirstWatch System is an industry-standard in the EMS field for analyzing data and monitoring system performance. FirstWatch, specifically the Online Compliance Utility and FirstPass modules, assists the EMSA in monitoring system performance, identifying trends (e.g. disease clusters, increases in specific types of calls, etc.), and improving continuous quality improvement processes, especially as they relate to the specialty systems of care.
On January 4, 2022, the Board approved item 21-1694 authorizing the Chair to sign perpetual Agreement 6159 with FirstWatch Solutions, Inc. for the implementation, maintenance, and support of proprietary software for the purposes of aggregating and analyzing data from disparate information systems and tracking and identifying key data points to be used in evaluating, maintaining, and improving the EMS System.
Schedule A has been amended to remove the "Additional FirstPass Add-on Agency" and replace with twenty-five (25) hours of Custom Report Development Hours for future Custom Reporting needs. The Division initially thought the Additional FirstPass Add-on Agency would be needed to integrate with the ambulance dispatch centers, but it has since been determined that this module is not needed; however, there would be a significant benefit to adding the capability to create custom reports to assist in analyzing data and sharing relevant data with stakeholders.
ALTERNATIVES
The Board could decline to approve Amendment I to Agreement 6159, however, this would impact the Emergency Medical Services Agency’s (EMSA) ability to effectively and efficiently utilize data to monitor, evaluate and improve the Emergency Medical Services System in El Dorado County.

FINANCIAL IMPACT
Amendment I does not impact the not-to-exceed amount totaling $327,971.81 that was originally approved on January 4, 2022 on Legistar item 21-1694. The ongoing costs of the FirstWatch's services will be funded by the discretionary portion of the Emergency Medical Services Fund (Maddy’s Fund and Richie’s Fund) court Penalty revenues.
