Fiscal Impact/Change to Net County Cost:  None. Funding is available in the Fingerprint Identification Fund trust account which consists of revenues generated from vehicle registrations pursuant to Vehicle Code 9250.19, to be used specifically for this purpose.  The FY 2011-12 budget includes $50,000 in staff costs covered with General Fund dollars.  This revenue will offset these expenses resulting in a decrease to Net County Cost for the Sheriff of $50,000 and an increase in General Fund Contingency of $50,000.
 
Background:
In November 1997, the Board of Supervisors authorized a $1 fee to be added to vehicle registrations to "fund local programs that enhance local law enforcement to provide fingerprint identification" pursuant to Vehicle Code 9250.19. These funds are currently being collected and deposited into the Fingerprint Identification Fund.
 
Reason for Recommendation:
On October 21, 2011, the Cal-ID Remote Access Network Board (RAN Board), authorized the expenditure of $258,000 from the Fingerprint Identification Trust Fund for the following:
 
-  $161,000 to purchase 46 GRABEM devices
-  $5,000 to purcahse two Quick ID (QuID) Systems
-  $19,920 in training costs
-  $22,080 in cell data charges
-  $50,000 in personnel costs
 
Pursuant to Vehicle Code Section 9250.19(c), all funding must be spent to enhance the capacity of law enforcement to provide automated mobile and fixed location fingerprint identification of individuals who may be involved in driving under the influence of alcohol or drugs, vehicular manslaughter, or any combination of those and other vehicle-related crimes, and other crimes committed while operating a motor vehicle.  The Sheriff's Office is currently working with the Auditor-Controller to develop a methodology that will be used to cover staffing costs.
 
Prior to Fiscal Year 2011/12, the Sheriff's Office, Probation Department, Placerville Police Department and South Lake Tahoe Police Department offset personnel costs associated with operating Livescan equipment with revenue generated pursuant to Vehicle Code 9250.19(c).  However, a determination was made that the methodology used to identify the personnel costs was not in accordance with Vehicle Code. As a result, funding from the Livescan Special Revenue Fund for personnel costs was not identified in the FY 2011/12 budget.  
 
Based on the recommendation of the Cal-ID RAN Board, the Sheriff's Office is currently working with the Auditor-Controller to develop a methodology to cover staffing costs in compliance with Vehicle Code Section 9250.10(c).  Once approved, the Sheriff's Office will be able to draw down up to $50,000 from the Livescan Special Revenue Fund to offset personnel costs, resulting in a reduction of Net County Cost.
 
The following is a description of the GRABEM and Quick ID System:
 
GRABEM
GRABEM was created by Sacramento County in cooperation with Placer, Yolo and El Dorado Counties, and is an effective tool to efficiently identify recidivist criminal offenders through the electronic capture, transmission, comparison and verification of a fingerprint via a handheld wireless device.  GRABEM devices will be provided to Deputies, Policy Officers and Highway Patrol Officers, which will allow the law enforcement officer to transmit a fingerprint to the centralized fingerprint image database while in the field.  Within minutes, a query is returned with an available photo images.
 
Quick ID
The Quick ID system is a biometric device that will be located in the Placerville and South Lake Tahoe jail booking areas to quickly identife arrestees.
 
 
Action to be taken following Board approval:
The Auditor will process the attached budget transfer and the Sheriff's Office will begin the purchasing process to procure and deploy these devices in the field.
