Fiscal Impact/Change to Net County Cost:
These consultant services are funded by the 2004 General Plan Traffic Impact Mitigation Fee Program.  The Department has sufficient revenues budgeted in those accounts to fund this Task Order.  There is no net cost to the County General Fund associated with this agenda item.
 
Reason for Recommendation:
Subsequent to the discussion related to Item #20 at the regular meeting of the Board of Supervisors on March 13, 2007, the Department met with the Chief Administrative Office (CAO), County Counsel, and the Purchasing Agent to discuss criteria associated with Professional Services Agreements.  Pursuant to discussions at that meeting, and in consultation with the Auditor-Controller, the Department has submitted updated recommendations to the Board under a separate Agenda Item to be heard at this same meeting, including recommendation #7 of that item in response to the Board's request for an interim revised Task Order approval process.  In anticipation of policy decisions that may arise from decisions by the Board on the other Agenda Item, the Department is requesting that the Board consider authorizing the Department to issue this Task Order.
 
Task Order 2 will continue the ongoing efforts to deliver the necessary improvements to the El Dorado Hills Boulevard Interchange and the Highway 50 Mainline through El Dorado Hills.  The Highway 50 Mainline improvements include the High Occupancy Vehicle (HOV) lanes project that was recently awarded a $20 million Corridor Mobility Improvement Account (CMIA) bond funding allocation for construction of the project.  Task Order 2 is critical to allow the Department to meet the compressed project delivery schedule associated with the CMIA funding requirements.
 
The Geometric Approval Drawings (GADs) Task is consistent with the scope of work approved for Agreement 05-935 for projects associated with the El Dorado Hills Boulevard / US Highway 50 Interchange and is the next milestone in the design process.  The GADs deliverables associated with this Task Order represent a logical milestone in the project delivery process, therefore allowing the Department to evaluate the strategy associated with the development of deliverables for subsequent elements of the delivery process.
 
In addition to the compressed schedule required by the CMIA bond funds, the delivery of the projects associated with Agreement 05-935 and Task Order 05-935-02 is critical to the phasing of improvements along the Highway 50 Corridor through the western end of the County.  This work is needed to accommodate construction of the ramp improvements at El Dorado Hills Boulevard, the Silva Valley Interchange, and added operational lanes on Highway 50.  The HOV lanes are also required prior to the construction of Folsom's Empire Ranch Road Interchange.  The congestion relief offered by these projects will have direct benefit to many County residents.  Therefore, the Department is working to maintain progress on these projects.
 
Action to be taken following Board approval:
The Department will issue a Notice to Proceed to Quincy Engineering for Task Order 05-935-02 to Agreement 05-935.
