DEPARTMENT RECOMMENDATION
Community Development Services, Department of Transportation (Transportation), recommending the Board consider the following:
1) Approve the State of California Standard Agreement 17R245000 (Agreement) between the County and the State Department of California Highway Patrol (CHP) to provide traffic control and enforcement services for County construction projects, with a not-to-exceed amount of $324,800 and a term effective January 9, 2018, through December 31, 2020, and
2) Authorize the Director of Transportation to sign said Agreement.
DISCUSSION / BACKGROUND
During construction on Capital Improvement Program (CIP) projects, lane closures and full road closures are sometimes necessary to ensure motorist and worker safety. During certain closures, such as freeway lane closures, full closures of County roads, weekend closures, and closures under heavy traffic, having CHP officers on site provides a significant deterrent against reckless driving through construction zones.
Pursuant to the El Dorado County Charter, Article II, Section 210 b (6), the County may enter into any contract or agreement in cases where the agreement is with or among any other governmental entities or agencies.
The El Dorado County Deputy Sheriff's Association has been notified of this proposed Agreement.
ALTERNATIVES
The Board could choose to not approve this Agreement.
OTHER DEPARTMENT / AGENCY INVOLVEMENT
County Counsel and Risk Management have reviewed and approved the Agreement.
CAO RECOMMENDATION
It is recommended that the Board approve this item.
FINANCIAL IMPACT
There is no impact to Net County Cost associated with this item. Funding for services rendered under this Agreement will be provided by individual CIP project budgets.
