Fiscal Impact/Change to Net County Cost:
Funding for the Agreement in the amount of $100,000 is provided through an El Dorado County Transportation Commission grant. A budget transfer (#27098) increasing appropriations in professional services and revenues for $100,000 was signed by Chairman Sweeney on December 12, 2007.

There is no net cost to the County General Fund associated with this agenda item.

Reason for Recommendation:
Agreement for Services 06-1281 with Iteris, Inc. is for the development of an Intelligent Transportation System (ITS) Master Plan for El Dorado County.  The Master Plan creates a road map to meet the County's vision for future traffic operations utilizing ITS elements and technology.  The Plan works to improve operational efficiency and level of service by managing traffic and providing public information using available technology, such as coordination of corridor signals, weather and emergency monitoring, and changeable message signs.

Iteris, Inc. was selected for this project based on a competitive selection process.  A Request for Proposal (RFP) soliciting proposals for the ITS Master plan was advertised and sent to various firms.  Four firms were selected to be interviewed by a panel consisting of members from El Dorado County DOT, Sacramento County DOT, and El Dorado County Transportation Commission.  Iteris was selected to be the best firm for this job based on their experience creating similar ITS Master Plans and familiarity of El Dorado County's unique mix of rural and urban areas and related traffic issues.

This Amendment has been approved by the Purchasing Agent in light of the selection process described above.

The purpose of this Amendment is to extend the term of Agreement 06-1281 from June 30, 2007 to August 15, 2007.  This extension is required due to the significant number of project stakeholders which are participating in the Master Plan development.  This has impacted the time for the review and comment period allowed for each deliverable in order for the Iteris staff to receive and incorporate all feedback as a benefit to the final product.  EDCTC has approved the extension of the Contract.

Actions to be taken following Board approval:
