DEPARTMENT RECOMMENDATION
Community Development Agency, Transportation Division (Transportation), recommending the Board adopt Resolution 192-2015 regarding potential grant funding from the California Tahoe Conservancy related to the Tahoe Basin Environmental Improvement Program stating that the County:
1) Supports the Conservancy's Tahoe Basin Environmental Improvement Program;
2) Supports the request to the California Tahoe Conservancy for funding the proposed work in the Tahoe Basin; and
3) If awarded the grant will agree to implement the Project in a manner consistent with the Program's objectives.
DISCUSSION / BACKGROUND
Transportation proposes to use Proposition 1 grant monies to fund the Meyers Stream Environment Zone (SEZ) / Erosion Control Project (Project). The Project is intended to restore natural treatment areas that were disrupted during urban development. The major stream through the Project area is unofficially named “Meyers Creek,” and has been identified by Transportation as a location where high concentrations of sediment are delivered to the Upper Truckee River. The Project is part of a series of erosion control projects and SEZ restorations within the watershed being completed by Transportation, the California Tahoe Conservancy (CTC) and the United States Forest Service. The Project also supports Tahoe Regional Planning Agency’s Environmental Improvement Program and the CTC’s March 1987 Report on Soil Erosion Control Needs and Projects in the Lake Tahoe Basin by installing low impact Best Management Practices.
Transportation is requesting grant funding from the CTC's "implementation" category so as to allow for completion of both design work and construction work. The application for this funding requires the Board to adopt a Resolution demonstrating the Board's commitment to the Project and to operate and maintain the Project through its useful life after completion of construction.
Upon approval by the Board, Transportation will incorporate the Resolution into the final CTC grant application for the Project. If the CTC Governing Board approves Transportation’s grant request, Transportation will work with County Counsel and return to the Board at a later date with a request for approval of a grant agreement that must be executed by the Board in order for the County to receive the CTC grant funding for the Project.
