Title

Facilities, a division of the Chief Administrative Office, recommending the Board delegate authority to the Assistant Chief Administrative Officer and the Health and Human Services Agency Director to execute any future amendments, administrative documents, or fiscal or programmatic reports pertaining to the Healthcare Infrastructure Development (HID) Matching Grant dated January 27, 2026, contingent upon County Counsel approval, as applicable.

DISCUSSION / BACKGROUND

On December 3, 2024, the Board adopted Resolution 211-2024, authorizing the Health and Human Services Agency (HHSA), with support from the Facilities Division of the Chief Administrative Office (CAO), to apply to the Bond Behavioral Health Continuum Infrastructure Program (BHCIP) Round 1 grant in the amount of $24,000,000 (Legistar file 24-1987). The funding from this grant will be utilized for a Behavioral Health Division infrastructure project and applied towards the rehabilitation and renovation of the County facilities at 299 Fair Lane, Placerville, for the purposes of expanding the County’s existing Psychiatric Health Facility (PHF) capabilities. The funding through this infrastructure plan would also establish HHSA’s Service, Outreach, Access, and Response (SOAR) Project, which is intended to provide improved management for complex mental health and substance abuse cases at a centralized, easily accessible location. On May 6, 2025, HHSA was awarded Bond BHCIP Round 1 funding in the amount of $24,000,000.

 

The BHCIP grant has a minimum 10%, or $2.4 million, match requirement. El Dorado County exceeds this requirement with the commitment of $3.1M in in-kind equity in the building located at 299 Fair Lane, and $500,000 in cash match from the CMSP HID matching grant. On June 25, 2025, HHSA was awarded the Healthcare Infrastructure Development (HID) Matching Grant of $500,000 to be used as matching funds for the BCHIP Round 1 grant. On September 30, 2025, the Board authorized the HHSA Director, or Chief Assistant Director, to serve as the authorized signers for the HID Matching Grant and to execute administrative documents and fiscal or programmatic reports on the Boards behalf. On March 19, 2026 the HHSA Director executed the HID Grant agreement.

 

While the planning and applications for both grants were completed and administered by HHSA, the project is being executed by the Facilities Division of the Chief Administrative Office. On April 21, 2026, the Board approved Resolution 069-2026 transferring the delegation of authority of for the BHCIP grant from HHSA to the CAO’s Office. This item recommends the Board approve a similar update to the delegation of authority for the HID Matching Grant, authorizing either the Assistant Chief Administrative Officer or the HHSA Director to serve as the authorized signer for the HID Matching Grant and to execute any future amendments or necessary documents.

 

ALTERNATIVES

Should the Board decline to approve this recommendation, the Assistant Chief Administrative Officer, will not be able to execute necessary program documents resulting in delays in meeting project milestones.

FINANCIAL IMPACT

There is no Net County Cost associated with this agenda item. All matching funds associated with this project will be obtained through grants, in-kind property equity match, or budgeted Behavioral Health Services Act (BHSA) dollars. Sufficient appropriations are included in the Fiscal Year 2025-26 budget and will be included in future budgets for the term of the Agreement.
