Human Resources Department recommending the Board:
1) Adopt and authorize the Chair to sign Resolution 047-2025 to approve, due to an upward reclassification, the deletion of 1.0 full-time equivalent (FTE) Office Assistant I/II allocation and the addition of 1.0 FTE Administrative Technician within the Agriculture Weights and Measures Department; and
2) Waive the requirement for filling the Administrative Technician position through a competitive examination process, allowing the Office Assistant II incumbent to be appointed to the Administrative Technician position as provided for in Section 507.1.2 of the Personnel Rules.

DISCUSSION / BACKGROUND
The Agriculture Weights and Measures Department requested a classification review of one Office Assistant II position due to a substantive change in assigned responsibilities. Over time, the incumbent has taken on expanded duties that go beyond general clerical support, including program coordination, compliance-related administrative functions, and technical support for department projects.
The position is responsible for preparing the annual Crop Report, which requires gathering, organizing, and formatting data from multiple sources, ensuring compliance with reporting standards, and preparing final materials for submission to internal and external agencies. The incumbent also coordinates various program-related administrative functions, assists with department projects, and provides technical support in compliance-related documentation and reporting.
A classification study conducted by the Human Resources Department determined that the scope of work aligns with the Administrative Technician classification, which involves paraprofessional-level administrative support, coordination of program-related processes, and application of departmental procedures and regulatory guidelines. The study found that the position’s technical and procedural duties exceed the expectations of an Office Assistant II and more appropriately match the responsibilities of an Administrative Technician.
Based on these findings, it is recommended that the Board approve the reclassification of the position from Office Assistant II to Administrative Technician and amend the County’s Authorized Personnel Allocation Resolution accordingly. Additionally, due to the nature of the reclassification and in accordance with the Personnel Rules, it is recommended that the incumbent be appointed to the Administrative Technician position without a competitive recruitment process.

The Board could choose not to approve the recommendations and direct Human Resources to make revisions or conduct additional analysis.

FINANCIAL IMPACT
