Fiscal Impact/Change to Net County Cost:
The contract provides for State funding in the amount of $136,046 which has been included in the Department's Proposed Budget for FY 2013-2014 and will be included in the budget for FY 2014 - 2015. The funding will be used to fund an existing position within the department.
Background:
The State Department of Child Support Services is requesting assistance from local child support agencies to provide staff with child support services program expertise. The loaned employee will assist with program and policy decisions at the state level by providing real-world, practical input which is currently not available from state staff. The purpose of this inter-jurisdictional employee exchange is to obtain county child support services expertise in support of the Child Support Program, pursuant to Welfare & Institutions Code section 10082, subdivision (i).
This agreement will be executed pursuant to the provisions governing temporary assignments and loans of civil service employees set forth in Government Code section 19050.8 and following regulations in Title 2, California Code of Regulations section 427 and 442.
Reason for Recommendation:
This employee-exchange provides an excellent opportunity for the department to broaden the knowledge and scope of existing staff. The employee will both gain and provide valuable experience at the state level. The local child support agency will further benefit from a stronger connection at the state level. Additionally, local child support agencies in other counties will also obtain value through improved state direction resulting from the real-world input from this county employee. All costs for this position will be Reimbursed by the State of California.

The Board Chair, department head and employee to sign contract with the State Department of Child Support Services and process the contract to the State Department of Child Support Services for final execution.
