Health and Human Services Agency recommending the Board:
1) Approve and authorize the Chair to sign Agreement for Services RFS-988 with County of Nevada, for the provision of acute inpatient mental health services for the clients they refer to the El Dorado County Psychiatric Health Facility effective July 1, 2021 through June 30, 2024, with a maximum contractual obligation of $200,000 per fiscal year; and
2) Authorize the Chief Administrative Officer, or designee, to execute further documents relating to Agreement for Services RFS-988 including amendments which do not increase the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.
FUNDING: Fee-for-service revenue from County of Nevada.

DISCUSSION / BACKGROUND:
The Health and Human Services Agency (HHSA) has contracted with other counties for many years to provide access to the County’s Psychiatric Health Facility (PHF) for the provision of services for their clients who require acute inpatient mental health services. Services provided by the County PHF, operated by Telecare Corporation, Inc. (Telecare) per Agreement #4330 (File ID: 19-1397, Item No. 19), include psychiatry, medication, clinical treatment, nursing, and the required documentation and maintenance of health information in accordance with prevailing federal and state laws and regulations.
Telecare staff manage the daily census, and, in conjunction with the Behavioral Health Division, accepts or declines referrals from other counties based on specified requirements including availability of beds in the facility. Accepting clients from other counties helps HHSA to maximize revenues and offset fixed operational costs of the PHF, while assisting other counties with their mandated services.
This Agreement with County of Nevada (Nevada) is a renewal of Agreement 295-S1811 approved by the Board on April 24, 2018 (File ID: 17-1268, Agenda No. 12), and will reserve and maintain one (1) bed dedicated for the sole use of Nevada. In return, Nevada shall reimburse HHSA for said dedicated bed.
In order to meet the renewal deadline of July 1, 2021, the Agreement will be signed in counterpart by each county’s respective Board of Supervisors. This item is currently scheduled for Nevada County Board of Supervisors’ approval on June 15, 2021.
ALTERNATIVES:
Should the Board decline to approve this recommendation, the County will continue to provide PHF services, but the County will not be able to maximize PHF revenue by providing services to Nevada to include the reservation of one dedicated bed.

FINANCIAL IMPACT:
There is no Net County Cost associated with this agreement. Revenue from this agreement is included in the HHSA Behavioral Health Division budget request for Fiscal Year 2021-22 and will be included in future years during the agreement.
