Human Services Department, Community Services Division, recommending Resolution authorizing the Chairman to sign Amendment 2 to Contract 07B-5408 with the California Department of Community Services and Development increasing contract amount by $30,862 to $592,908 and extending the term through April 30, 2008 for provision of LIHEAP services to eligible residents of El Dorado and Alpine Counties; and further authorizing the Director of said Department to continue to execute further documents relating to this Contract, including amendments thereto, contingent upon approval by County Counsel and Risk Management that do not affect the maximum dollar amount or the term.
RECOMMENDED ACTION: Adopt Resolution 09-2008.
FUNDING: Federal LIHEAP Grant Funds - Ongoing Annual Allocation.

The amount of federal funds payable by the State to El Dorado County under this Contract as amended has increased by $30,862, from $562,046 to $592,908. This anticipated funding is budgeted for FY 2007/08.
Reason for Recommendation:
Amendment #2 to Contract 07B-5408 allocates an additional $12,025 in for provision of Weatherization services and $18,837 for provision of Energy Assistance services for eligible residents of El Dorado and Alpine Counties during the extended contract period. This expected additional funding represents El Dorado County's share the Federal Program Year 2007 Emergency Contingency Funds and a small reallotment of funds from the 2006 LIHEAP Program Year. The State has extended the contract term through 4/30/08 to allow for full expenditure of this funding. LIHEAP services have historically been in great demand, and high energy costs render them even more critical to the many frail, vulnerable residents on fixed incomes. County Counsel and Risk Management have approved the Amendment. The Resolution, Contract Amendment and Blue Route are attached.
Action to be taken following Board approval:
Board Clerk to provide Human Services, Community Services Division with three (3) Certified Resolutions and four (4) copies of Amendment #2 to 2007 LIHEAP Contract 07B-5408 signed by the Chairman.
