Title: Human Services Department recommending adoption of Resolution 315-2008 authorizing the Chairman to sign Amendment 2 to Contract No. 08B-5458 with the California Department of Community Services and Development, increasing the maximum grant amount by $28,617 to $652,613, and extending the term through March 31, 2009, for the provision of Low-Income Home Energy Assistance Program (LIHEAP) services to eligible residents of El Dorado and Alpine Counties; and further authorizing the Director of said Department to continue to administer said contract as amended and execute subsequent documents relating to the Contract, including amendments thereto, contingent upon approval by County Counsel and Risk Management, that do not affect the dollar amount or the term, and any subsequent required fiscal and programmatic reports. A portion of the funds payable by the State to El Dorado County under this Contract were budgeted for FY 2007-08, and the remainder, including the anticipated $28,617 increase, is budgeted for FY 2008-09.
 
Background:
On March 11, 2008 the Board adopted Resolution No. 55-2008 authorizing execution of Contract No. 08B-5458 in the amount of $623,351 with the California Department of Community Services and Development (CSD) for the provision of LIHEAP services during the term January 1, 2008 through December 31, 2008.  Resolution No. 295-2008 authorized execution of Amendment 1 to Contract No. 08B-5458 by the Board on October 28, 2008, providing an additional $645, which represented El Dorado County's share of the remaining appropriated funds from the U.S. Department of Health and Human Services to California for the FY 2008 LIHEAP program.
 
Reason for Recommendation:
Amendment 2 to Contract No. 08B-5458 allocates an additional $28,617, $17,822 for provision of Energy Assistance  and $10,795 for provision of Weatherization Assistance services to eligible residents of El Dorado and Alpine Counties during the extended contract period.  This expected additional funding represents El Dorado County's share of the Federal Program Year 2008 Emergency Contingency Funds.  The State has extended the contract term through 3/31/09 to allow for full expenditure of this funding.  LIHEAP services have historically been in great demand, and high energy costs render them even more critical to the many frail, vulnerable residents on fixed incomes.
 
Action to be taken following Board approval:
1.      Board Clerk to provide Human Services, Community Services Division, at Briw Road, with three (3) certified resolutions and four (4) signed amendments to Contract No. 08B-5458 signed by the Chairman.
2.   Human Services to distribute as appropriate and return one fully executed Contract to the Board Clerk.
