Fiscal Impact/Change to Net County Cost: No change.  
The In-Home Supportive Services Advisory Committee is funded by the annual IHSS allocation.  Advisory Committee members receive mileage reimbursement and $10 per diem for attendance at regular meetings, up to twelve annually.  Approximately $5,000 is budgeted for this purpose annually.  Actual expense varies dependent on attendance and distances traveled.
 
Background:
The IHSS Advisory Committee was established by Ordinance No. 4612 dated September 24, 2002 under the statutory authority of Welfare and Institutions Code 12301.6.  The purpose of this independent advisory committee is to provide advice and make recommendations on the IHSS program to the Governing Board and administrative agency of the Public Authority.
 
Reason for Recommendation:
It is vital that the IHSS Advisory Committee continue to maintain an active membership to help the IHSS and Public Authority programs fulfill their goals and reach future objectives.  Ms. Yevdakimov was originally appointed to the IHSS Advisory Committee as a Consumer Representative in 2007.  While Ms. Yevdakimov does meet the criteria for the Consumer Representative designation as a past recipient of homecare services, she feels that she can serve more appropriately as a Community Representative since she sits on the El Dorado Vision Services Board.  The appointment of Ms. Yevdakimov as a Community Representative opens one Consumer Representative designation, which will be filled upon Mr. Smith's appointment as a past consumer, bringing the IHSS Advisory Committee to full membership.

Action to be taken following Board approval:
Board Clerk to send a notice of appointment letter to the newly appointed member and provide Human Services, at Briw Road, with a copy of the letter sent. Confidential member contact information provided separately.
