DISCUSSION / BACKGROUND

Sierra View Estates is a 30.84-acre project that previously received the following entitlement:

 -Tentative Subdivision Map creating a total of 6 residential lots.

 

This request is for a Final Map for Sierra View Estates.  Whereas a Tentative Subdivision Map shows conceptual design, including proposed layout, topography, and improvements, the Final Map establishes legal lot lines, easements, and dedications which are recorded with the County Surveyor. The Tentative Map also sets the conditions for approval that must be fulfilled, whereas the Final Map process verifies those conditions have been met before the Final Map is recorded.  For this project, the Final Map includes the addition of Letter Lot A for the purpose of road and utility easements as well as preserving existing oak trees.  The addition of this lettered lot was deemed to be in substantial conformance with the Tentative Map Conditions of Approval.

 

Sierra View Estates Final Map creates six (6) residential lots, ranging in size from 4.53-acres to 5.35-acres in size (Attachment A, Exhibit C). This Final Map encompasses the Sierra View Estates Tentative Subdivision Map (Attachment A, Exhibit D) approved by the Planning Commission on July 27, 2023 (Legistar file 23-1327), and the current expiration date for map recordation is July 27, 2026.

 

The Verification of Final Map Conformance with Conditions of Approval report (Attachment B) verifies compliance of the Final Map with the Tentative Map Conditions of Approval. Affected agencies/departments, including County Department of Transportation (DOT), County Surveyor's Office, and El Dorado County Fire Protection District, have reviewed, verified compliance with the Conditions of Approval, and recommended approval of the Final Map.

 

Improvement Agreement: The applicant completed the required improvements under a Subdivision Grading Agreement (SGA Agreement #25-55105) (Attachment A, Exhibit E) approved by DOT pursuant to Section 120.16.040 of the County Code.

 

Water/Wastewater: Each lot would be served by an on-site, private well for potable and emergency service water and an on-site, private septic system, which would be provided for and reviewed at time of grading and/or building permit.

 

Environmental Review: The review of the Final Map is a ministerial process and is Statutorily Exempt from environmental review under Section 15268(b)(3) of the California Environmental Quality Act (CEQA) Guidelines.
