DISCUSSION / BACKGROUND:

On December 17, 2019, the Board approved Legistar Item 19-1769, which adopted Resolution 236-2019, establishing the El Dorado County Commission for Youth and Families (Commission) to improve outcomes for youth and families by providing coherent and effective support within the County. The Commission coordinates an integrated, transparent, and data-driven system of services so that vulnerable youth residing in El Dorado County have access to the social, emotional, educational, or health services they need to thrive. The Commission is comprised of nine County Board appointed commission members and operates under the jurisdiction of the Board and the El Dorado County Office of Education (EDCOE). On at least an annual basis, EDCOE advises the Board on issues relating to children and youth in the community, particularly vulnerable youth receiving services from County agencies or community-based organizations.

 

On November 15, 2022, with Legistar Item 22-1948, the Board directed staff to determine a funding source to create a position to support the Commission; and on April 18, 2023, with Legistar Item 23-0771, the Board approved collaborative funding for the Commission through the Chief Administrative Office, Health and Human Services, and Probation. This collaborative funding will assist EDCOE as the lead on staffing and coordination of the Commission’s goals.

 

EDCOE’s oversight of the Commission will be supported by the following funding by Probation, subject to the annual allocation by the Board:

Fiscal Year 2023-24 - $50,000

Fiscal Year 2024-25 - $50,000

Fiscal Year 2025-26 - $25,000

Fiscal Year 2026-27 - $25,000

For a maximum obligation of $150,000.

 

ALTERNATIVES:

Should the Board decline to approve this Agreement, EDCOE will continue to provide Commission services, without the additional funding from Probation that will allow expanded services.

FINANCIAL IMPACT:

There is no Net County Cost associated with this Agenda item. Appropriations are included in Probation’s Fiscal Year 2023-24 Budget and will be included in subsequent fiscal year budget requests.
