DISCUSSION / BACKGROUND

Department of Transportation, Maintenance and Operations Division (Transportation) recommends approving a "No Parking" zone on Pedro Hill Road.

 

A no parking survey was conducted to address parking concerns on Pedro Hill Road.  The study was initiated in response to the Pedro Hill Road discussion of parking restrictions from the December 16, 2021, Traffic Advisory Committee. Concerns were expressed about vehicles parking on both sides of Pedro Hill Road to access Cronan Ranch Regional Trail.

 

The Pedro Hill Road "No Parking" concern resulted in the direction to conduct an Engineering and Traffic Study.  Transportation made numerous site visits to observe and document parking conditions between May 1, 2021, and December 8, 2021.  Pedro Hill Road is a narrow roadway and it was observed that safe sightlines are obstructed by vehicles parking along both sides of the roadway from Highway 49 to a point 1,000 feet west. Pedestrians were seen walking along the roadway to access Cronan Ranch Regional Trail. Vehicles parking along Pedro Hill Road have damaged the asphalt edge, parked on private property, and in tall grass (creating a fire hazard).

 

Based on California Vehicle Code, Section 22500, which allows local authorities to establish stopping, standing, or parking restrictions on County roadways, the West Slope Traffic Advisory Committee held a meeting on July 13, 2022, and voted unanimously to establish a parking prohibited zone on Pedro Hill Road starting at State Highway 49 and continuing west for 1,000 feet on the north side and on the south side from milepost 1.81 to 1.92 and mile post 1.98 to the corner of State Highway 49.  The following is the final recommendation approved by the West Slope Traffic Advisory Committee:

 

Add:

"(ei) "NO PARKING" zone on Pedro Hill Road (No. 117) beginning at MP 1.81 and continuing east for 1,000 feet (MP 2.00) on the north side and from MP 1.81 to MP 1.92 and then from MP 1.98 to MP 2.00 on the south side.

 

ALTERNATIVES

The Board could choose not to agree with the West Slope Traffic Advisory Committee's decision and not establish parking restrictions on Pedro Hill Road.

FINANCIAL IMPACT

Installation of No Parking signs on Pedro Hill Road on the north and south side is estimated at $6,000. Funding to complete the work is included in the Fiscal Year 2022-23 recommended budget.
