Health and Human Services Agency (HHSA) recommending the Board:
1) Make findings that the provision of Transitional Housing Program services is in the public's best interest and that there are specialty skills, qualifications, and equipment not expressly identified in County classifications involved in the performance of the work in accordance with El Dorado County Ordinance Code, Chapter 3.13.030(B);
2) Approve and authorize the Chair to sign Amendment III to Agreement for Services 5446 with Whole Person Learning to add $32,000 to the contract to increase the not-to-exceed amount from $64,000 to $96,000, and to extend the term of the Agreement through October 15, 2026, to coincide with the funding stream termination date; and
3) Authorize the HHSA Director, or the Assistant Director of Human Services to execute further documents relating to Agreement for Services 5446, including amendments, contingent upon County Counsel and Risk Management approval, which do not increase the maximum dollar amount or term of the Agreement.
FUNDING: 100% State Transitional Housing Grant Funds.

DISCUSSION / BACKGROUND:
The California Department of Housing and Community Development (HCD) has allocated $8 million in funding to counties for the Transitional Housing Program (THP) in order to provide support to young adults aged between 18 and 25 years to secure and maintain housing, with priority given to young adults in the foster care system, pursuant to Item 2240-102-0001 of Section 2.00 of the Budget Act of 2021, (Chapter 69 of the Statutes of 2021) and Chapter 11.7 (commencing with Section 50807) of Part 2 of Division 31 of the Health and Safety Code. The funding may be used to: identify and assist with housing services for this population; assist this population to secure and maintain housing with priority given to those in the state’s foster care or probation system; improve coordination of services and linkages to community resources within the child welfare system and the Homeless Continuum of Care; and provide engagement and outreach to those young adults with the most severe needs.
Agreement for Services 5446 with Whole Person Learning for THP services was executed with Purchasing Agent signature authority on May 10, 2021, for the maximum obligation amount of $32,000 and a term of May 10, 2021, through June 30, 2022. Due to the timeline changes and funding increases in the third round of the THP grant funding, Amendment III is necessary to extend the term of the Agreement through October 15, 2026, to coincide with the funding stream termination date, and to add the $32,000 in funding received in the third round of funding to the total not-to-exceed maximum obligation amount.
ALTERNATIVES:
Should the Board choose not to approve this amendment the contract will not be extended and the compensation will not be increased.

FINANCIAL IMPACT:
There is no General Fund Cost associated with this item. Sufficient appropriations were included in the Fiscal Year 2022-23 budget and will be included in future budgets for the term of the Agreement.
