Health and Human Services Agency recommending the Board:
1) Adopt and authorize the Chair to sign Resolution 083-2020 authorizing the Director of the Health and Human Services Agency to apply for and accept the California Department of Housing and Community Development’s Traditional Housing Program Allocation Award, in the amount of $32,000, to assist young adults 18 to 21 years of age secure and maintain transitional housing;
2) Authorize the Director of the Health and Human Agency to act on behalf of the County in connection with the Traditional Housing Program Allocation Award, and to execute and deliver all required documents; and
3) Approve and authorize the Director of the Health and Human Services Agency or Chief Fiscal Officer to execute any required fiscal and programmatic reports.
FUNDING: State Funding: 100% California Department of Housing and Community Development.

DISCUSSION / BACKGROUND:
Pursuant to Item 2240-102-0001 of Section 2.00 of the Budget Act of 2019, (Chapter 23 of the Statutes of 2019) and Chapter 11.7 (commencing with Section 50807) of part 2 of Division 31 of the Health and Safety Code, the Department of Housing and Community Development (HCD) shall allocate $8 million in funding to counties for the support of transitional housing to help young adults aged 18 years and up to 21 years secure and maintain housing, with priority given to young adults in the foster care system. The County may use the funding to identify and assist this population to secure and maintain housing (with priority given to those in the state’s foster care or probation system), improve coordination of services and linkages to community resources within the child welfare system and the Homeless Continuum of Care; and provide engagement and outreach and targeting to serve those with the most severe needs.
On February 7, 2020, the Health and Human Services Agency (HHSA) was offered the opportunity to accept the funding for HCD’s Transitional Housing Program (THP) as described above. The THP Allocation Acceptance form was submitted to HCD on April 6, 2020, and accepted by HCD on April 7, 2020. Due to unforeseen circumstances in accepting the award by March 31, 2020, HCD extended the submission deadline to April 15, 2020, and allowed for this Resolution, authorizing the Director of HHSA to accept the funding, to be submitted at a later date.
The allocation methodology considers each county’s percentage of the total statewide weighted average of youth in Foster Care, and homeless unaccompanied young adults. Estimated allocation for THP is anticipated to be $32,000. The final amount will be determined by the State.
ALTERNATIVES:
Should the Board decline to approve this recommendation, HHSA will not be awarded the funding for a transitional housing program to help secure and maintain housing for young adults in the foster care system aged 18 years and up to 21 years of age.

FINANCIAL IMPACT:
Upon notification of final allocation amounts, a budget transfer request will be prepared, if needed. Sufficient revenue and appropriations were included in the Fiscal Year 2020-21 budget.
