Fiscal Impact/Change to Net County Cost:
 
Funding for the Project construction in the amount of $2,381,824.70 will come from the California Tahoe Conservancy (CTC),  the United States Forest Service and the United States Bureau of Reclamation.  The $1,099,542.29 in other funding will come from a CTC grant Amendment under a separate agenda item at this same Board meeting and will be included in the FY 07/08 Erosion Control Budget. There is no cost to the County General Fund.
 
Background:
 
On May 23, 2006 your Board approved the Apalachee Phase 3A Erosion Control Project's (Project) Plans and Specifications and authorized the Department to advertise for construction bids, with the bid opening scheduled for June 13, 2006.  The Department received no bids and informed your Board that the Department would go out to bid again in the fall of 2006.
 
Reason for Recommendation:
 
On November 14, 2006 your Board approved the Apalachee Phase 3A Erosion Control Project's (Project) Plans and Specifications and authorized the Department to advertise for construction bids, with the bid opening scheduled for December 12, 2006.
 
The Department received 4 bid proposals for the Project as follows:

After reviewing the bid received from White Rock Construction, Inc., the Department determined that the bid was responsive.  There were no irregularities in the bids.  The Engineer's construction cost estimate for this Project is $2,242,409.80.  The low bid is $2,381,824.70, which is 6% greater than the Engineer's estimate.  It is the Department's policy to set aside 10% of the bid amount for field changes which equals $238,182.00.  
 
 
Action to be taken following Board approval:
 
Upon approval of the award of the Construction Contract:
 
1.      The Department will forward the approved Construction Contract to White Rock Construction, Inc. for its signature.
 
2.      Upon receipt from White Rock Construction, Inc., the Department will submit the final Contract documents, including the required bonds and insurance, to County Counsel and Risk Management for review and approval.
 
3.      Upon approval by County Counsel and Risk Management, the Department will forward the Construction Contract, together with the required bonds and insurance, and the approved Contract Routing Sheet to the Board Clerk for the Board Chairman's signature on the Construction Contract.
 
4.      Upon receipt of the fully-executed Construction Contract, the Department will forward the approved Contract and issue a Notice to Proceed to White Rock Construction, Inc.
