DISCUSSION / BACKGROUND
In early June 2025, the Clerk of the Board of Supervisors began the process of selecting a vendor to facilitate a Good Governance Workshop and consulting services. A key component of the workshop is the analysis of the current Good Governance Handbook, where Board members have the opportunity to review, assess effectiveness, and determine necessary revisions to strengthen governance structures. This process enables the Board to refine guidelines that govern decision-making, public engagement, and overall operational efficiency. The California State Association of Counties - California Counties Foundation was identified as the workshop facilitator and the department initiated the agreement process.
The scheduling of the workshop services was guided by the Board’s clear prioritization of having a Good Governance workshop, as well as the availability constraints of the vendor. Given the Board of Supervisors desire to conduct the workshop and vendor’s limited openings, service agreement 9715 was not fully executed at the time the first workshop was scheduled and held, which was in September 2025.
Execution of the proposed Agreement 9715 will ratify the retroactive term, effective from July 28, 2025, to June 30, 2026, to cover the services already provided.
ALTERNATIVES
The Board may choose not to proceed with future Good Governance Workshops.

FINANCIAL IMPACT
The total cost for facilitation services is $12,000, which covers the planning, coordination, and execution of structured discussions, meetings with staff and Board members, and the workshop. This fee includes expert guidance to ensure productive conversations, effective stakeholder engagement, and a well-organized process that supports decision-making and goal setting. Appropriations for these services were included in the department’s FY25/26 Adopted Budget.
