Title

Facilities, a division of the Chief Administrative Office, recommending the Board:

1) Make findings that it is appropriate to engage an independent contractor to provide Architectural and Engineering Services, as Agreement for Services 10374 requires specialty skills and qualifications not expressly identified in County classifications, in accordance with County ordinance code 3.13.030;

2) Authorize the Purchasing Agent to sign competitively procured Agreement for Services 10374 with Lionakis for a term of one year from the Notice to Proceed in the amount of $128,455  to provide Architectural and Engineering Services for the Tenant Improvement of the El Dorado County Main Jail Booking Project; and

3) Authorize the Purchasing Agent to execute any necessary amendments relating to the Agreement, excluding term extensions and increases to compensation, contingent upon approval by County Counsel and Risk Management.

 

FUNDING: Accumulative Capital Outlay, Custody Services Special Revenue Fund and CalAIM PATH funding.

DISCUSSION / BACKGROUND

Facilities, a division of the Chief Administrative Office, in coordination with the Sheriff’s Office, requests approval of an Agreement for Services with Lionakis to provide architectural and engineering consulting services for a Tenant Improvement (TI) of the Main Jail Booking area, including adjacent offices, break room, and storage spaces, totaling approximately 1,320 square feet.

 

On August 22, 2023, as a result of the Request for Qualifications (RFQ) #23-918-072, Lionakis was identified as a firm qualified for Architectural and Engineering Services.

 

On June 9, 2026, Legistar file 26-0913, the Board of Supervisors approved and authorized the FY 2025-26 Budget Transfer Request to increase revenues and appropriations in Facilities by $1,096,000 for the remodel of three staff restrooms, inmate medical shower area, and the booking/intake area of the Placerville Jail.

 

Staff recommends approval of this agreement in the amount of $128,455 and a term of one year. Work under this Agreement requires specialty architectural and engineering expertise, including secure-facility design, integration of security systems, and modifications within a detention environment, which are skills not available within existing County classifications. Therefore, the Division also requests that the Board make findings pursuant to Section 3.13.030 (b) of the El Dorado County Ordinance Chapter 13, Contracting Out, that specialty skills and qualifications not expressly identified in County classifications are involved in the performance of the work.

 

ALTERNATIVES
Architectural services are a required element of a project of this magnitude. The Division could solicit a different consultant from its RFQ list but that will cause project delays and potentially increase the costs.
