Fiscal Impact/Change to Net County Cost:
These consultant services are funded by the 2004 General Plan Traffic Impact Mitigation Fee Program. The Department of Transportation (DOT) has sufficient revenues budgeted to fund this Task Order. There is no net cost to the County General Fund associated with this agenda item.
 
Background:
On March 27, 2007, the Board approved a task order approval process requiring Board approval of any task order exceeding $250,000 prior to execution of the task order. The total amount of the initial Task Order #4 (TO4) plus Amendment #01 to TO4 of AGMT #05-796 with DMJM+Harris exceeds $250,000, therefore, the DOT requests Board approval of this task order amendment.
 
Reason for Recommendation:
On August 16, 2005, the Board approved AGMT #05-796 with DMJM+Harris, Inc. in an amount not-to-exceed $1,000,000 for design, transportation planning and construction support services.  Subsequently, DOT issued TO4 in the amount of $431,790.60 to provide planning and design services relating to the Project Study Report for the Cameron Park Drive/US 50 Interchange.
 
This task order amendment expands the scope of the survey and mapping work, increases the traffic analysis and studies to include additional alternatives, enlarges the geographic area of the PEAR and identifies the subconsultant Pacific Municipal Consultants for that work, and assigns the subconsultant Bender Rosenthal with the responsibility for the Right of Way Data Sheets.  This work is above and beyond the original scope of T04.  Also, due to delays beyond the control of the consultant there is insufficient time remaining in the contract to complete the final PSR.  Therefore the this amendment is necessary to change the scope of services from a Final PSR to a Draft PSR and add an additional $97,049.61 to complete the additional work effort, increasing the total amount of TO4 to $528,840.21.
 
The original scope of work for TO4 was for DMJM+Harris to produce a Project Study Report (PSR) for the Cameron Park Drive/US 50 Interchange. The PSR provides a preliminary review of the proposed project, addresses project needs, purpose, alternatives, current and future traffic issues, cost estimates, funding sources and consistency with statewide, regional and local planning. DMJM+Harris started some items of work (Project Initiation, Project Management, and Traffic Engineering), but could not proceed further until aerial photos and topographic surveys were provided by the County. This work has recently been completed and has been sent to DMJM+Harris.
 
AGMT #05-796 expires on August 15, 2007 therefore time constraints due to the mapping delays will prevent completion of the PSR under this Agreement.  Consequently, the scope of work must be reduced from a Final PSR to a Draft PSR but including additional base mapping and survey work necessary for the completion of this report.  The Draft PSR will be routed for reviews and comments; responses and completion of the Final PSR will be covered under a separate agreement.
 
To assess the impacts of other CIP projects in the vicinity of the Cameron Park interchange it is necessary to perform additional traffic studies.  The bulk of TO4 Amendment 01 ($69,366) is for the existing subconsultant, Fehr and Peers, to expand the traffic studies to include alternatives such as a Palmer Drive/Wild Chapparal Drive connection and an easterly relocation of the existing interchange.  Per recent Caltrans recommendations, the geographic limits of the Preliminary Environmental Assessment Report (PEAR) must also be increased.
 
In summary, TO4 Amendment #01 reduces the PSR from a Final to a Draft, expands the survey and mapping work, increases the traffic analysis and studies to include additional alternatives, enlarges the geographic area of the PEAR and identifies the subconsultant Pacific Municipal Consultants for that work, and assigns the subconsultant Bender Rosenthal with the responsibility for the Right of Way Data Sheets.
 
Action to be taken following Board approval:
The Chairman will sign Task Order 05-796-04-01 and the Department will issue a Notice to Proceed to DMJM+Harris, Inc.
