Fiscal Impact/Change to Net County Cost:
There is no impact to the General Fund and no net County cost associated with this item. Funding is provided through the Road Fund.
 
Background:
The County of Sacramento is considering applications for the expansion of aggregate mining facilities located in the eastern area of Sacramento County. If approved, the proposed expansion will have a positive impact on Sacramento's future economy.  However, Sacramento County is aware adjacent communities and agencies are concerned about the potential negative impact to roadways and traffic in the greater regional area. To better understand the concerns of stakeholders, Sacramento County has taken the lead role in a collaborative planning process.
 
This collaboration includes the Counties of El Dorado and Sacramento, the Cities of Rancho Cordova and Folsom, the Capital Southeast Connector Joint Powers Authority, and the Folsom Sphere of Influence Landowners. The group, in conjunction with the aggregate mining companies, Teichert, Granite, and DeSilva Gates, is funding a traffic study and development of a management plan, i.e., the East Sacramento Region Aggregate Mining Truck Management Plan (TMP). The study will identify the impact to existing and future land uses and roadways, develop appropriate mitigation measures and strategies, and determine alternative routes for trucks supporting the quarry expansions.
 
Reason for Recommendation:
To ensure any impacts to roadways within El Dorado County are identified and mitigation measures are included in the TMP, the Department of Transportation is participating in this collaborative effort. Participation will assist the Department in planning future facilities, identifying and reviewing truck routes, and complying with the goals and objectives of the Transportation and Circulation Element of the 2004 General Plan. Sacramento County has requested a contribution of five thousand dollars ($5,000) to help fund the professional consultant agreement for the TMP. The Department has developed, and County Counsel has approved, the attached Funding Agreement for your review and approval.
Action to be taken following Board approval:
1) The Board Clerk will have the Chair sign two originals of the East Sacramento Region Aggregate Mining Truck Traffic Study and Management Plan Funding Agreement AGMT #09-52697.
2) The Board Clerk will forward one fully executed original of the Funding Agreement to the Department for further processing.
