Transportation Department recommending that the Board direct the Department to take the following actions:
Silva Valley Interchange:
1) Explore alternatives and keep moving design and environmental analysis forward;
2) Work with private partners to minimize costs and accelerate delivery;
3) Look for alternative funding sources;
4) Report back to the Board with an update no later than at the 2010 Capital Improvement Program (CIP) Workshop.
Capital Southeast Connector Joint Powers Authority (JPA):
1) Return with a Resolution supporting the JPA;
2) Pursue individual grants for projects in the County that support the connector;
3) Work with the JPA and the El Dorado County/City of Folsom Joint Powers Authority to include alternatives that terminate at points other than just White Rock Rd / Silva Valley Interchange in El Dorado County;
4) Work with the JPA to receive contribution credit for County CIP projects that may ultimately be part of the Connector.

Fiscal Impact/Change to Net County Cost:
There is no change to Net County Cost association with this item. The Department of Transportation (DOT) is recommending it be authorized to use up to $50,000 of its Road Fund over a 5 year period to provide the County's share of the operating costs for the Southeast Connector JPA.
Background:
On August 25, 2009, the Board approved a special meeting (Agenda item #09-1082) to discuss transportation, transit and other issues affecting El Dorado Hills, to include:
- DOT Capital Improvement Plan for El Dorado Hills area (informational only)
- US 50/Corridor Mobility Partnership (informational only)
- East Sacramento Region Aggregate Mining Truck Traffic Management Plan (informational only)
- US 50/Silva Valley Interchange; DOT will request direction from the Board; and
- Capital Southeast Connector Joint Powers Authority (JPA); DOT will request direction from the Board.
The attached presentation discusses each item above and requests direction on the US 50/Silva Valley Interchange project and the Capital Southeast Connector Joint Powers Authority.
Reason for Recommendation:
- Silva Valley Interchange: This is a large, complex interchange that will take some time to move forward. In addition, there is currently a lack of available funds to build the interchange in its present configuration. DOT plans to explore less expensive alternatives for this interchange along with revised phasing plans over the next several months. This discussion is primarily to set the background for which DOT will follow up with the Board when more detailed information is available regarding other alternatives, updated costs, and updated traffic study results. DOT will then have more complete information and alternatives to present to the Board for further discussion and direction.
- Capital Southeast Connector JPA: The JPA has requested that El Dorado County continue to participate in the JPA and to contribute El Dorado County's share (i.e., up to $10,000 per year for a total of $50,000) of the JPA's operating budget over the next five years. DOT believes fulfilling this request is in the County's best interest and the presentation discusses in more detail the JPA and its benefits to El Dorado County. For example, the JPA provides additional leverage for State and Federal grant funding for County road projects.
