Chief Administrative Office in coordination with the El Dorado County Water Agency recommending the Board:

DISCUSSION / BACKGROUND

The County of El Dorado (County) and El Dorado County Water Agency (EDCWA) collaborate on water resources planning, legislative, programmatic, and emergency issues related to water resources, and jointly participate in regional water resources activities based on common interests. Both desire to ensure that they have plans for reliable water supplies, and water resources related infrastructure, watershed protections, and contractual arrangement to address the high quality, reliable, and long-term water resources needs within the boundaries of El Dorado County.  

 

Recent drought conditions, wildfires, flooding, and economic and long-term planning for the communities throughout the county contribute to the need for the continued cooperative water resources planning and programs. This is especially important for the areas of the county which are outside current public agency water purveyors (termed, Other County Areas) as they are largely unrepresented for future planning of water resources. The County and EDCWA desire to be more efficient and effective to identify their respective long-term water resources needs, analyze ways to work in collaboration, and proactively meet these needs and develop and implement cooperative plans. 

 

Since 2017, the County and EDCWA have entered into various Memoranda of Understanding (MOU) to advance specific projects or initiatives. With this standing collaborative relationship, which supports the common roles and responsibilities related to water management within El Dorado County, the County and EDCWA desire to enter into this MOU to renew their commitments to collaboration and support to ensure alignment and promote the management of water related resources within El Dorado County. This MOU does not commit staff or financial resources. The MOU helps promote alignment, coordination, and consistency in messaging to improve countywide water resources.

The Board could choose not to sign the Memorandum of Understanding.
