Reason for Recommendation:

The Contract for the Latrobe Road Widening HWY 50 to White Rock Road Project (Project) on Latrobe Road from US Highway 50 to White Rock Road in the El Dorado Hills area was executed by the Board on May 22, 2007.  The Project was substantially completed on February 4, 2008.

The delay between substantial completion and the execution of Notice of Completion was caused by several factors, including negotiations regarding extra work, late submittal of extra work bills by the contractor, and the mitigation of stop notices submitted by suppliers and subcontractors.  Additionally, towards the end of the Project, a new signal pole was damaged by public traffic.  Fabrication of the replacement pole took several months.

The Board actions above will start legal time frames for guarantees, a lien period, and return of retention monies.  Sierra Nevada Construction, Inc. acceptance of the final Contract cost is attached and summarized below:

Original Bid Price                                                    $ 2,307,007.00

Construction Contract Item Cost                     $ 2,239,704.26

Contract Change Orders                                          $    224,949.22

Final Cost of Construction                     $ 2,464,653.48

Major Contract Change Orders on this Project dealt with Board authorized dust control, potholing and stormwater pollution control.
