Body
At the request of the Department of Child Support Services, Human Resources recommends transferring the CO bargaining unit designation from one vacant Executive Assistant allocation (Position #2950) to the Department's allocated Administrative Technician (Position #3221). Since the retirement of the previous Executive Assistant in December 2024, the incumbent in Position #3221 has assumed and continues to perform confidential duties consistent with the definition of “Confidential” as outlined in the Employer-Employee Relations Resolution, Article I, Sections 103(c) and 103(h); Personnel Rules, Section 224; and the County of El Dorado’s Arbitrator Case number 58100-U-a Decision dated February 23, 2000, which further clarified the scope of confidential duties.
This adjustment is being made in anticipation of the deletion of the Executive Assistant allocation in the updated 2025-26 Budget Personnel Allocation (Resolution No. 074-2025) approved by the Board on June 10, 2025.
ALTERNATIVES
The Board may choose not to approve the bargaining unit changes and direct Human Resources to conduct additional analysis.
