DISCUSSION / BACKGROUND

At the request of the Chief Administrative Office, Human Resources conducted classification studies of two encumbered Administrative Technician positions in the Emergency Medical Services Division. This study employed a point-in-time and whole-job analysis approach, evaluating the positions based on core duties, responsibilities, level of work, and required qualifications. The analysis compared the roles in their entirety with other positions, considering overall difficulty and performance.

 

The study concluded that the incumbents perform at an Administrative Analyst I level. Therefore, HR recommends that the Board approve reclassifying these positions and the incumbents from an Administrative Technician to Administrative Analyst I classification.

 

Upon the Board’s approval, all conditions for the upward reclassification and the waiver of examination under Personnel Rule 507.1.2 will be met. This will exempt the positions from the standard competitive examination process for filling the Administrative Analyst I positions, allowing the incumbents to be appointed directly.  Additionally, the salary adjustment will align with Personnel Rule 612.2 for Upward Reclassification.

 

ALTERNATIVES

The Board could choose not to approve the proposed upward reclassifications and corresponding allocation changes and direct Human Resources to make revisions or conduct additional analysis.

FINANCIAL IMPACT

The positions in the EMS Division are primarily funded through County Service Area 3 and 7 EMS funding. The reclassifications will cost approximately $14,500 a year. The cost of the reclassifications is included in the Fiscal Year 2024-25 Budget.
