Health and Human Services Agency (HHSA) recommending the Board:
1) Make findings pursuant to Section 3.13.030 (B) of the El Dorado County Ordinance Chapter 3.13, Contracting Out, that the grant management software and services provided by Euna Solutions, Inc., formerly Streamlink Software Inc. doing business as (dba) Amplifund, requires specialty skills and qualifications not expressly identified in County classifications are involved in the performance of the work;
2) Approve and authorize the Chair to sign Amendment I to Agreement for Services 7679 with Euna Solutions, Inc., reducing the compensation amount by $47,000 for a new total compensation not to exceed $200,490, and reducing the term of the Agreement by one year for the updated expiration date of June 30, 2027;
3) Authorize the Purchasing Agent to execute amendments relating to Agreement 7679, contingent upon approval by County Counsel and Risk Management, which do not increase the maximum dollar amount or term of the Agreement; and
4) Authorize the HHSA Director, or the Chief Assistant Director, to execute programmatic, administrative, and fiscal documents relating to Agreement 7679.

DISCUSSION / BACKGROUND
HHSA’s Fiscal Unit manages about $121,000,000 in annual revenue. Grant revenue and expenditures are tracked in the County’s Tyler Munis (FENIX) system, but program and grants staff do not have access to most financial data. As a result, they depend on fiscal staff to provide ad hoc reports needed for federal and state grant reporting. In 2022, HHSA Administration and Fiscal began working with the County Information Technology (IT) Department to evaluate the need for a centralized Grants Management System (GMS). The assessment confirmed that HHSA required a Software-as-a-Service (SaaS)-based GMS that can integrate with FENIX to improve grant tracking, reporting, and oversight.
Subsequently, on December 12, 2022, the Procurement and Contracts Division, at the request of HHSA and in coordination with the County IT Department, issued Request for Proposal (RFP) 23-918-033 for a SaaS GMS. Following the RFP evaluation process, Streamlink Software, Inc. dba Amplifund was identified as the highest-ranked proposer. On May 2, 2023, the Board approved competitively bid Agreement for Services 7679 with Streamlink Software, Inc. dba Amplifund who was acquired by Euna Solutions, Inc. effective December 31, 2025, for the provision of the SaaS GMS (Legistar file 23-0659). As of recent, funding streams have been refined and internal processes strengthened to more effectively support the functions this software was in place to address. As the system required a level of staffing that was not feasible for long-term operation, processes were redesigned and implemented that can be managed sustainably with existing staff. With these improvements in place, the SaaS GMS software can be discontinued.
HHSA recommends the Board approve Amendment I to Agreement 7679 to align the end of the term of the contract to the conclusion of the software use and reduce the compensation by $47,000 for one year of subscription fees.
ALTERNATIVES
Should the Board decline to approve this recommendation, HHSA would continue to operate under the original term of the agreement.
