Approve and authorize the Chair to sign a revised Letter of Support (Attachment A) expressing the Board’s support of HHSA’s Behavioral Health Division’s application for the County Medical Services Program Healthcare Infrastructure Development (HID) matching grant (HID matching grant), that is required as part of the HID matching grant’s application process, which reduces the amount of grant matching funds from $1 million to $500,000, and will supersede the Chair’s prior signed Letter of Support dated November 18, 2024.

 

FUNDING:  The HID matching grant will provide up to $500,000 in funding to aid the County in meeting the local financial match requirements of the Bond Behavioral Health Continuum Infrastructure Program Round 1 grant.

DISCUSSION / BACKGROUND:

On December 3, 2024, the Board authorized HHSA to apply to the BHCIP Round 1 grant and approved the Chair to sign a Letter of Support for submission to the County Medical Services Program (CMSP) Governing Board, expressing the Board’s support of HHSA’s HID Matching Grant application in the amount of $1,000,000, to be used as matching funds for HHSA's BCHIP Grant, Round 1 application, if awarded (Legistar file 24-1987).

 

The HID matching grant provides funding that aids counties and their contracted partners in meeting local financial match requirements of healthcare infrastructure funding opportunities provided by state, federal or other programs. Facilities that serve multiple counties are eligible for an award of the lesser of $1 million or 5% of total project costs to be used towards the matching requirements of the primary healthcare infrastructure grant throughout the duration of the program. Facilities that serve a single county are eligible for an award of the lesser of $500,000 or 5% match of the total project. HHSA initially intended to apply with a partnering county so was eligible for $1 million HID matching funds. HHSA is no longer applying with a partnering county so is now eligible for the single county match award amount of up to $500,000.

 

The Bond BHCIP Round 1 grant requires a 10% match amount (estimated at $2.4 million if the County is awarded the full $24 million), which would be provided through HID matching grant funds (estimated at $500,000), up to $1 million of Mental Health Services Act (MHSA) funding, and the remaining match funds will be met through in-kind equity in the property located at 299 Fair Lane in Placerville. If awarded, all funds resulting from the BHCIP Round 1 grant and HID matching grant will be allocated to the rehabilitation and renovation of the County facilities at 299 Fair Lane, Placerville, for the purposes of expanding the County’s Psychiatric Health Facility (PHF) capabilities and the establishment of HHSA’s Stabilization, Outreach, Access & Resiliency (SOAR) team and center.

 

HHSA is recommending the Board authorize the Chair to sign the revised Letter of Support as this is a required component for HHSA’s application for the HID matching grant.

 

ALTERNATIVES:

Should the Board decline to approve this recommendation, HHSA would be ineligible for applying to the HID matching grant and would miss out on the opportunity to receive up to $500,000 in matching funds, which are slated to be applied towards the rehabilitation and renovation of the County’s PHF.

FINANCIAL IMPACT:

There is no General Fund Cost associated with this agenda item. All matching funds associated with this project will be obtained through grants, in-kind property equity match, or budgeted MHSA dollars. HHSA will return to the Board with a Budget Transfer Request to increase revenue if the grant funds are awarded.
