Facilities, a division of the Chief Administrative Office, recommending the Board:
1) Make findings in accordance with El Dorado County Ordinance Code Chapter 3.13.030(B) that boiler maintenance services require specialty skills, qualifications, and equipment not identified in County classifications; and
2) Authorize the Purchasing Agent to execute Agreement for Services 10042 with ACCO Engineered Systems, Inc., a competitively qualified firm, for a total compensation amount not to exceed $175,000 and for a three-year term to be specified in the official Notice to Proceed, to provide routine boiler maintenance services at various County-operated locations.

DISCUSSION / BACKGROUND
On January 30, 2025, ACCO Engineered Systems, Inc. was formally approved, on competitive Request for Qualifications (RFQ) 24-0039, Category B, for Heating, Ventilation, and Air Conditioning (HVAC) Maintenance and Repair Services, to be included on the qualified vendor list.
ACCO Engineered Systems, Inc. was selected based on demonstrated expertise and competitive qualifications under RFQ 24-0039. Services provided under this agreement include routine and recurring preventative maintenance services for boilers and associated compressors at various County-operated facilities.
It is further recommended the Board make findings that the work requires specialty skills, qualifications, and equipment not expressly identified in County classifications, in accordance with El Dorado County Ordinance Code, Chapter 3.13.030(B).
ALTERNATIVES
If the Board declines this agreement, the Division will have limited resources for boiler maintenance, which may result in service disruptions and safety-related issues.

FINANCIAL IMPACT
