DEPARTMENT RECOMMENDATION
Community Development Agency, Transportation Division (Transportation), recommending the Board approve and authorize the Chair to sign Agreement for Services 274-S1711 (Agreement) with Drake, Haglan & Associates, Inc. (Consultant). The Agreement will provide structural design and geotechnical support services on the Greenstone Road at Slate Creek Bridge Replacement Project (Project), Capital Improvement Program (CIP) 77137, for the not-to-exceed amount of $169,737.53 and a term to become effective upon execution and expiring five years thereafter.
DISCUSSION / BACKGROUND
Transportation intends to replace the functionally obsolete Greenstone Road at Slate Creek Bridge to improve safety and comply with current County and American Association of State Highway and Transportation Officials guidelines. The Project proposes to remove the existing, single span bridge built in 1925, replace it with a bridge built to modern standards, and widen bridge roadway approaches for approximately 400 feet on each side of the bridge. The Project is included in the 2016 CIP, adopted by the Board on December 6, 2016 (Item 46), with a total budget of $3,644,000.
Selection Process
The Procurement and Contracts Division of the Chief Administrative Office completed a Request for Proposal (RFP) process at the request of Transportation in July 2016. The RFP asked for proposals to provide structural design and geotechnical support services for three of Transportation's Highway Bridge Program projects. Transportation evaluated each proposal and selected the Consultant as the most qualified firm to provide structural design and geotechnical support services for the Project.
Specialty Skills Finding
Transportation recommends the Board make findings in accordance with Section 3.13.030 of the County Ordinance that it is more economical and feasible to engage an independent contractor for structural design and geotechnical support services because there are specialty skills required for the work to be performed under this proposed Agreement that are not expressly identified in County classifications. The Project requires geotechnical and structural engineering expertise not found in current County Bargaining Unit classifications that is necessary to meet state and federal standards related to bridge design and replacement.
Transportation staff will manage the overall Project and design the roadway elements related to the Project, including preparation of the Project contract documents.
The El Dorado County Employees Association, Local #1, has been informed of this proposed Agreement.
ALTERNATIVES
The Board could choose to not approve the Consultant contract. Transportation would take direction from the Board to change Project delivery strategies or obtain a different consultant, which could increase the cost of the Project and delay delivery.
OTHER DEPARTMENT / AGENCY INVOLVEMENT
County Counsel and Risk Management have reviewed and approved the Agreement.
CAO RECOMMENDATION
It is recommended that the Board approve this item.
FINANCIAL IMPACT
Funding for the Project is included in the adopted 2016 CIP and is provided by the federal Highway Bridge Program. The Project's budget for design work is sufficient to accommodate the Agreement. There is no change to Net County Cost resulting from the proposed action.
CLERK OF THE BOARD FOLLOW UP ACTIONS
1) The Clerk of the Board will obtain the Board Chair's signature on two (2) originals of the Agreement.
2) The Clerk of the Board will return one of the signed originals of the Agreement to the Community Development Agency, Contracts and Procurement Unit, for further processing.
