Fiscal Impact/Change to Net County Cost: No Change. The agreement is funded by the Social Services allocation with required County match dollars (met primarily with non-general fund resources). Funds are budgeted for FY 2007/2008 and will be budgeted in subsequent fiscal years.
Background: Procurement and Contracts prepared Agreement for Services #241-S0411 to establish a collaborative relationship between the El Dorado County Department of Human Services and the Placer County Health and Human Services Department with the intent to ensure the privacy and dignity of each county's respective employees and their relatives while allowing for appropriate investigation of allegations of abuse or neglect and maintaining integrity in the handling of resultant cases. The Board executed Agreement for Services #241-S0411 on September 20, 2005 for a term of September 20, 2005 through September 19, 2007.
Reason for Recommendation: Agreement for Services #366-S0811 continues the reciprocal relationship established by Agreement for Services #241-S0411 for the provision of assistance on sensitive Child Protective Services referrals/cases involving employees, or their relatives, of the respective county departments. The new contract changes the nature of the contract's limited-term to perpetual in order to ensure that these specialty services will be readily available on a continual and "as needed" basis. This contract is being submitted retroactively due to the need to verify that all provisions of the agreement complied with each County's charter and current Board polices as well as the Welfare and Institutions Code and State regulations. Additional time was required in order to accommodate lengthy processing and internal review periods necessary to each County. The County officer or employee with responsibility for administering this Agreement is Doug Nowka, Director, Department of Human Services, or successor. Agreement #366-S0811 and the Blue Route are attached and on file with the Board Clerk.
Action to be taken following Board approval: Board Clerk to forward two (2) originals of executed Agreement for Services #366-S0811 to the Department of Human Services, Social Services Division. Auditor's Office to authorize payment of future invoices.
