Title

2) Delete one (1.0) FTE Sheriff’s Training Coordinator allocation in the Sheriff’s Office.

Body

DISCUSSION / BACKGROUND

The El Dorado County Sheriff’s Office (EDSO) is requesting to add 1.0 FTE Administrative Analyst I/II allocation and delete 1.0 FTE Sheriff’s Training Coordinator allocation from the Sheriff’s Office authorized personnel allocation primarily due to a change in business model and organization within the office.

Due to increased number of grants received by the Sheriff’s Office in recent years, including the Proposition 64 Grant and California Highway Patrol’s Cannabis Tax Fund Grant Program, an additional Administrative Analyst position is needed to oversee these grants in the Sheriff’s Fiscal Unit.  Currently, the Sheriff’s Office has 2 Administrative Analyst I/II allocations with one assigned to Support Services for training and personnel reporting and the other assigned to Fiscal to manage a portion of the Sheriff’s Office grants.  The additional 1.0 FTE Administrative Analyst I/II is being requested to accommodate the overall increased workload.

Rather than requesting an overall increase to the Sheriff’s Office allocations, EDSO is requesting that the Sheriff’s Training Coordinator position be deleted to offset a portion of the costs for the additional Administrative Analyst I/II.  The Sheriff’s Training Coordinator has been vacant for years with those duties being disbursed amongst other allocations, including a portion being completed by the Support Services Administrative Analyst.  The overall cost increase will be approximately $18,000 in FY 2023-24 with those costs being absorbed by anticipated EDSO salary savings.  The estimated annual cost of this allocation change is $24,000.  In FY 2024-25 and beyond the increase will be an additional General Fund cost.

Working directly with the Human Resources Department, the Sheriff’s Office has developed the attached Personnel Allocation Resolution which was approved by County Counsel on 07/28/2023.

ALTERNATIVES

Should the Board opt not to approve the request to add 1.0 FTE Administrative Analyst I/II and delete 1.0 FTE Sheriff’s Training Coordinator from the EDSO’s personnel allocation, the decision will impact workload and potentially decrease the number of grants EDSO is able to obtain and administer.

CAO RECOMMENDATION / COMMENTS

Approve as recommended.

FINANCIAL IMPACT

Dependent upon the recruitment timeline, the increase in salary associated with the addition of 1.0 FTE Administrative Analyst is estimated at $18,000 for the remainder of FY 2023-24; and $24,000 annually, which includes the deletion of 1.0 FTE Sheriff’s Training Coordinator, for subsequent years. The current year increase is anticipated to be offset by salary savings from vacancies, however, future increases will be an additional General Fund cost.
