DEPARTMENT RECOMMENDATION:
Health and Human Services Agency recommending the Board approve this Memorandum of Understanding (MOU) 248-M1810 by and between the Area 4 Agency on Aging Joint Powers Authority (JPA) and San Joaquin County Department of Aging and Community Services. This cooperative MOU establishes the roles and responsibilities of each party and establishes Area 4 Agency on Aging as the fiscal intermediary for the HICAP program, and authorizes Area 4 Agency on Aging to solicit a Request for Proposals (RFP) and contract on behalf of the other two parties for a HICAP service provider.
DISCUSSION / BACKGROUND:
The Older Americans Act was signed into law in 1965, thereby creating a national network to respond to the needs of Americans age 60 years and older in every local community. The Health Insurance Counseling and Advocacy Program (HICAP) network provides free, confidential counseling and community education for California Medicare beneficiaries, their representatives, and people who will soon be eligible for Medicare. Throughout California local Area on Aging agencies were established, and to better facilitate the HICAP program in certain locations, Area 4 on Aging (a non-profit Joint Powers Authority) was established to serve as the fiscal intermediary for the HICAP program. This Memorandum of Understanding with Area 4 on Aging, and San Joaquin County Department of Aging and Community Services, and the County of El Dorado provides for Area 4 on Aging to solicit via RFP a contractor to provide HICAP services to the various local agencies.
Area 4 on Aging acts as the fiscal intermediary for California Department of Aging funding for the HICAP program, as well as identifying a contractor for oversight of HICAP services to the participating counties. As part of this MOU, representatives who attend committee meetings in support of this program will be reimbursed for their travel expenses.
ALTERNATIVES:
Should the Board decline to approve this MOU, the County would not be able to be a participant in the JPA oversight of the HICAP service provider.
