DISCUSSION / BACKGROUND

On August 14, 2012, the Board authorized the Chair to sign Lease Agreement No. 055-L1311, with Carlton Commercial Properties, LLC, allowing Child Support Services to relocate to 3883 Ponderosa Road in Shingle Springs.

 

On March 23, 2023, the Board authorized the close of escrow on or before May 26, 2023, with the owners Carlton Commercial Properties LLC concerning the acquisition of the property at 3883 Ponderosa Road in Shingle Springs.

 

As per the Local Child Support Agency (LCSA) Fiscal and Administrative Policy Manual section 4.2(b) "It is highly recommended that counties acquire real property separate from the LCSA, and subsequently enter into traditional lease agreements with the LCSA. This approach eliminates complications arising from CFR use and disposition requirements."

 

CSS has been paying rent to the County since April 01, 2023.  CSS would like to enter into a retroactive Memorandum of Understanding with a commencement date of April  01, 2023, with the County to use approximately 10,305 square feet of the facility at 3883 Ponderosa Road, using State funding available to pay "rent" to the County. Monthly rent is set at $14,403.60 for the duration on the MOU, which will renew automatically every year unless either party requests termination in writing thirty days prior to the anniversary.

FINANCIAL IMPACT

The County of El Dorado will receive monthly income from the Child Support Services lease.
