DISCUSSION / BACKGROUND

Carson Creek Village 11D Final Map would create a total of 87 residential lots ranging from 2,784 to 9,321 square feet, and 7 miscellaneous lots (roadways/landscape/open space) (Attachment H, Exhibit C). The Carson Creek Village 11D Final Map is based on the Carson Creek Tentative Subdivision Map approved by the Board of Supervisors on August 10, 2021 (Legistar file 21-1182) (Attachment H, Exhibit D), with Village 11A Final Map approved by the Board of Supervisors on August 22, 2023 (Legistar file 23-1519) (Attachment H, Exhibit E), Village 11B Final Map approved by the Board of Supervisors on May 21, 2024 (Legistar file 24-0884) (Attachment H, Exhibit F), and Village 11C Final Map approved by the Board of Supervisors on December 10, 2024 (Legistar file 24-1964) (Attachment H, Exhibit G).

 

With the approval of Village 11B Final Map, the BOS authorized an agreement to establish special taxes for supplemental ambulance service and fiscal impacts to the County General Fund as identified within the DA (20-0001) sections 3.8.3 and 3.8.1.  This Agreement provides for a Supplemental Tax to mitigate the estimated annual County General Fund shortfall resulting from the Project, and for a Supplemental Ambulance Services Tax to fund ongoing ambulance services to be established prior to the next small-lot final map.  On July 23, 2024, the BOS approved the second reading of Ordinance 5204 Levying Special Taxes for CFD Heritage at Carson Creek (Legistar file 24-0813).

 

On February 3, 2026 (Legistar file 26-0066), the Board approved amendments to Conditions of Approval No. 53 and 56 to modify the timing of construction of the required offsite improvements, including extension of the secondary access connecting to Royal Oaks Drive and the traffic signal at Latrobe Road/Royal Oaks Drive intersection.

 

The Conditions of Approval Conformance Verification report (Attachment I) verifies compliance of the Final Map with the Tentative Map conditions of approval. Affected agencies/departments, including County Department of Transportation (DOT), County Surveyor's Office, and El Dorado Hills Fire Department, have reviewed, verified compliance with the conditions of approval, and recommended approval of the Final Map.

 

Improvement Agreements and Bonds: The applicant has submitted an Agreement to Make Subdivision Improvements (Attachment B) and associated bonds (Attachments C and D) for on-site and for off-site improvements (Attachments E, F, G) pursuant to Section 120.16.050 of the County Code. DOT has reviewed and approved the cost estimates. County Counsel and Risk Management have reviewed and approved the Improvement Agreement and bonds for the Carson Creek Village 11D Subdivision.

 

Water/Wastewater: The El Dorado Irrigation District has provided a Meter Award Letter confirming that the applicant has acquired the required Equivalent Dwelling Units (EDUs) for water and wastewater to serve all 87 residential lots (Attachment H, Exhibit H).

 

Environmental Review: The review of the Final Map is a ministerial process and is Statutorily Exempt from environmental review under Section 15268(b)(3) of the CEQA Guidelines.

FINANCIAL IMPACT

There is no net county cost associated with the proposed action. The Subdivision improvements are funded by Lennar Homes of California, LLC, the owner, and development applicant.
