Facilities, a division of the Chief Administrative Office, recommending the Board:
1) Make findings pursuant to Section 3.13.030 (B) of the El Dorado County Ordinance Chapter 3.13, Contracting Out, that specialty skills and qualifications not expressly identified in County classifications are involved in the performance of geotechnical engineering consultation, construction observation, material testing, and special inspection work; and
2) Authorize the Purchasing Agent to execute Amendment I to competitively bid Agreement 8380 with Youngdahl Consulting Group, Inc., for ongoing geotechnical engineering consultation, construction observation, material testing, and special inspection services related to the Placerville Jail Expansion Project extending the term from February 27, 2027, to May 19, 2027, and increasing the total compensation amount by $53,127 for a revised total not to exceed $283,000.
FUNDING: Project contingency funds included in the Placerville Jail Expansion Project budget - General Fund Capital Designation.

DISCUSSION / BACKGROUND
On September 19, 2017, the Board accepted the conditional award authorized under Senate Bill 844 Adult Local Criminal Justice Facilities Construction financing program for the Placerville Jail Expansion Project (Legistar file16-0416).
On October 16, 2018, the Board approved the use of the Design-Build construction project delivery method for the Jail Expansion Project (Legistar file 18-1632).
On August 22, 2023, as a result of Request for Qualifications 23-918-072, Youngdahl Consulting Group Inc. was identified as a firm qualified for Environmental and/or Geotechnical Engineering Services for geotechnical engineering consultation, construction observation, material testing, and special inspection services related to the Placerville Jail Expansion project.
On May 21, 2024, the Board approved Agreement for Services 8380 with Youngdahl Consulting Group, Inc., for a not-to-exceed amount of $229,873 and a three-year term to provide Geotechnical Engineering Consultation, Construction Observation, Material Testing, and Special Inspection Services for the Senate Bill 844 Adult Local Criminal Justice Facility Financing, Placerville Jail Expansion Project (Legistar file 24-0011).
The Division recommends approval of Amendment I to Agreement for Services 8380 with Youngdahl Consulting Group, Inc., for ongoing geotechnical engineering consultation, construction observation, material testing and special inspection services related to the Senate Bill 844 Adult Local Criminal Justice Financing Placerville Jail Expansion Project. This amendment is required to support the project’s extended construction schedule and to address additional coordination necessary to satisfy State of California agency requirements. The original scope and timeline were based on the preliminary project schedules from the prime contractor. However, as construction progressed, the County has determined that additional time and continuing onsite observations and inspections are necessary to ensure successful project completion.
ALTERNATIVES
The Board could choose not to approve the Amendment which could result in further delays, increase costs, and potentially jeopardize State funding.

FINANCIAL IMPACT
The project budget has available contingency funds that were included in the Fiscal Year 2025-26 Accumulative Capital Outlay Fund as part of the budget for the Placerville Jail Expansion Project and will be included in Fiscal Year 2026-27.
