Title
Chief Administrative Office, Procurement and Contracts Division, on behalf of the Health and Human Services Agency (HHSA), recommending the Board approve the following:
1) Award Request for Qualifications (RFQ) No. 14-918-069 for Domestic Violence Shelter Based Services, to the successful proposers, The Center for Violence Free Relationships of Placerville, California, for an amount not to exceed $195,000 over a three year period and Live Violence Free of South Lake Tahoe, California for an amount not to exceed $195,000 over a three year period;
2) Authorize the Chair to execute Agreements for services with each vendor to be retroactively effective July 1, 2014 and contingent upon approval by County Counsel and Risk Management; and
3) Authorize the Purchasing Agent or designee to execute any amendments relating to the Agreements developed in association with RFQ No. 14-918-069, which do not affect the maximum dollar amount or term of the Agreement, contingent upon approval by County Counsel and Risk Management, and further authorize the Director of HHSA or their designee to administer and execute any subsequent administrative documents relating to said Agreements, including but not limited to required fiscal and programmatic reports.
FUNDING: County marriage license revenue ($23.00 per license) in accordance with Welfare and Institutions Code (W&I) §18293 (d) plus a portion of payments made by persons granted probation for crimes against victims of domestic violence.

There is no Net County Cost associated with these Agreements. Sufficient appropriations are included in the Fiscal Year 2014-15 budget and will be included in future County budget requests.
Background
HHSA maintains Agreements for services with local domestic violence service providers to support domestic violence programs and shelters, funded by a portion of each County marriage license and payments made by offenders of domestic violence who have been granted probation. W&I Code §18290 through §18305, specifically §18305, requires that payments from this special revenue fund go to organizations whose primary function is to administer domestic violence shelter based programs. The programs were selected based on a RFQ process.
Reason for Recommendation
The Agreements awarded via RFQ No. 14-918-069 for the provision of Domestic Violence Shelter Based Services expired June 30, 2014. W&I Code §18290 through §18305 stipulate that a new RFQ must be issued prior to entering into a new Agreement for these services. RFQ No. 14-918-069 soliciting eligible, qualified, community based organizations to provide Domestic Violence Shelter Based Services consistent with W&I Code and that provide direct emergency crisis shelter services to victims of domestic violence and their children were issued in April 2014. The contract is retroactive due to length of the RFQ process.
Clerk of the Board Follow Up Actions
Following Board approval, HHSA will finalize Agreements with the following vendors, contingent upon approval by County Counsel and Risk Management, and return two (2) originals of each vendor-executed Agreement to the Clerk of the Board for final execution by the Chair of the Board of Supervisors:
1) The Center for Violence Free Relationships of Placerville, CA, Agreement No. 089-S1511, in the amount of $65,000 per fiscal year with a maximum obligation of $195,000 for three (3) years.
2) Live Violence Free of South Lake Tahoe, CA, Agreement No. 090-S1511, in the amount of $65,000 per fiscal year with a maximum obligation of $195,000 for three (3) years.
Following final execution, the Board Clerk will forward one (1) original of each fully executed Agreement to the HHSA Contracts Unit for distribution and administration.
