HEARING - To consider the recommendation of the Planning Commission on the Wilson Rezone and Tentative Parcel Map project (Rezone Z24-0007/Tentative Parcel Map P25-0001), submitted by Teri Ottens, Trustee/Marilyn Wilson, Wilson Family Trust. The project consists of the following:
1) A Rezone from Residential Estate, Five-Acre Minimum (RE-5) to Residential, One-Acre Minimum (R1A); and
2) A Tentative Parcel Map to divide the 7.94-acre property into two (2) parcels of approximately 6.43 acres (Parcel A) and 1.5 acres (Parcel B).
The Planning Commission recommending the Board of Supervisors take the following actions:
1) Determine that pursuant to California Environmental Quality Act (CEQA) Guidelines Section 15183, Projects Consistent with the General Plan, environmental review may be streamlined (Attachment G);
2) Authorize the Chair to sign Ordinance 5264 for Rezone Z24-0007, adopting a change in the zoning designation from RE-5 to R1A (Attachment B); and
3) Approve Tentative Parcel Map P25-0001 to create two (2) parcels of approximately 6.43 acres and 1.5 acres, based on the Findings and subject to the Conditions of Approval (Attachments D and E).

DISCUSSION / BACKGROUND
Request to consider the recommendation of the Planning Commission on the Wilson Rezone and Tentative Parcel Map project (Rezone Z24-0007/Tentative Parcel Map P25-0001) consisting of a Rezone from RE-5 to R1A and a Tentative Parcel Map to divide the 7.94-acre property into two (2) parcels of approximately 6.43 acres (Parcel A) and 1.5 acres (Parcel B). Parcel A will contain an existing 1,936-square-foot single-family dwelling with existing garage and various buildings, and Parcel B will contain an existing 1,198-square-foot accessory dwelling unit (ADU), which will become the primary residence on Parcel B. The property, identified by Assessor’s Parcel Number 051-190-008, consisting of 7.94 acres, is located on the northeast side of Coon Hollow Road, approximately 600 feet east of the intersection with Excelsior Road, in the Placerville Community Region, within the City of Placerville Sphere of Influence, submitted by Teri Ottens, Trustee/Marilyn Wilson, Wilson Family Trust.
At the April 23, 2026 public hearing (Legistar file 26-0625), with a unanimous 5-0 vote, the Planning Commission recommended to the Board of Supervisors (Board) the following actions: 1) Determine that pursuant to CEQA Guidelines Section 15183, Projects Consistent with the General Plan, environmental review may be streamlined; and 2) Approve Rezone Z24-0007 and Tentative Parcel map P25-0001, based on the Findings and subject to the Conditions of Approval as presented.
ALTERNATIVES
The Board may elect to continue the item to a date certain for additional information and future action; Continue the item off-calendar, which would require a new public notice for future consideration and action; or Deny the project. A denial action would result in a request to have the item be continued to a date certain so that staff can prepare Findings for Denial.

FINANCIAL IMPACT
The creation of one (1) additional parcel would require the existing ADU to become a primary structure for that new parcel, which would provide additional property tax revenue for the County.
CLERK OF THE BOARD FOLLOW UP ACTIONS
1) The Clerk of the Board will obtain the Chair’s signature on Ordinance 5264; and
2) The Clerk of the Board will send the fully executed Ordinance to Planning and Building Department, attention Chris Smith.
