Facilities, a division of the Chief Administration Office, recommending the Board:
1) Authorize the Purchasing Agent to sign License Agreement 8444 with South Tahoe Public Utility District for a term effective from execution through October 15, 2024, for preventative maintenance activities (cleaning, inspection, and minor rehabilitation) of the South Upper Truckee Well located at 3131 Egret Way, South Lake Tahoe, to take place this summer, for no cost to the County; and
2) Authorize the Purchasing Agent to execute amendments relating to License Agreement 8444, contingent upon approval by County Counsel and Risk Management, which does not involve compensation or extend the term beyond October 15, 2024.

DISCUSSION / BACKGROUND
STPUD supplies drinking water to the South Lake Tahoe Area, with over 14,000 service connections. The District is 100% reliant on groundwater sources to meet its water system demands, with eleven active production wells, and three standby wells that are used for emergency purposes only. South Upper Truckee Well No. 3 (South Upper Truckee Well) is an active production well located in a residential neighborhood at 3131 Egret Way in South Lake Tahoe, California. The well site consists of an approximately 2,800 square foot well house located on a County-owned 0.58-acre parcel (Assessor’s Parcel Number 036-582-013-000).
STPUD would like to conduct preventative maintenance activities (cleaning, inspection, and minor rehabilitation) of the South Upper Truckee Well structure, pump, and motor. Preventative maintenance activities are intended to (1) restore the well casing and screen to closely resemble design conditions; (2) identify damage or wear to the well structure, (3) perform minor maintenance, repair, and/or replacement of damaged or worn components; (4) redevelop the well; (5) determine well efficiency, maximum yield, overall pump efficiency, and aquifer properties following preventative maintenance activities; and (6) propose additional maintenance or rehabilitation actions beyond the scope of this project.
ALTERNATIVES
The Board could not approve License #8444 and the well could fall into disrepair.
