Title
Health and Human Services Agency, Mental Health Division, recommending the Board consider the following:
1) Approve and authorize the Chair to sign Agreement for Services 015-S1511 with Charis Youth Center, with a maximum obligation of $185,000 for the term of July 1, 2014 through June 30, 2017, to provide Specialty Mental Health services for minors in a residential setting; and
2) Authorize the Purchasing Agent to execute further documents relating to the above noted Agreement, including amendments which do not affect the maximum dollar amount or term of the Agreement, and contingent upon approval by County Counsel and Risk Management.
FUNDING: Federal and State Funding.

Fiscal Impact/Change To Net County Cost
There is no Net County Cost impact associated with this Agreement. Sufficient appropriations are included in the Fiscal Year 2014-15 budget and will be included in future County budget requests. If changes in funding occur in future FYs, the amount of the Agreement will be adjusted appropriately.
Background
Welfare and Institutions Code (WIC) Section 5897 directs the State to implement the mental health services defined in WIC Section 5800 (Adult and Older Adult Mental Health System of Care Act), WIC Section 5840 (Prevention and Early Intervention Programs), and Section 5850 (The Children's Mental Health Services Act) through contracts with county mental health programs or with counties acting jointly. HHSA has contracted with the State (current Agreement 456-S1311) to serve as the Mental Health Plan (MHP) provider for the County. As the MHP, there are mandated services required of the County, including inpatient and residential mental health treatment.
Charis Youth Center provides treatment and services for mentally ill minors with the highest needs, on a 24/7 basis, with the goal of reducing high cost placements by providing intensive services at the lowest appropriate level of care. The Health and Human Services Agency, Mental Health Division (HHSA/MHD) contracts with as many vendors as possible to ensure the volume and scope of services required by this particular population continues to be met.
Reason for Recommendation
Approval of Agreement for Services 015-S1511 will help ensure ongoing availability of Specialty Mental Health services for children on an "as requested" basis by the County.
