Fiscal Impact/Change to Net County Cost
There is no change to net County cost associated with this agenda item.  Sufficient appropriations have been included in the Fiscal Year (FY) 2013-14 adopted budget and will be included in future budgets for the term of the Agreement.  If changes in funding occur in future FYs, the amount of the Agreement will be adjusted appropriately.
 
Background
On December 10, 2013, the Board adopted and authorized implementation of the FY 2013-14 Mental Health Services Act (MHSA) Plan (File ID 13-1512).  Included in the approved FY 2013-14 MHSA Plan are the " Youth and Children's Services" program under the Prevention and Early Intervention (PEI) component, which includes the "Children 0-5 and Their Families" Project (Project).  The objective of this Project is to provide mental health prevention and early intervention services to children age 0-5 and their families with the goal of improving the emotional and physical stabilization of at-risk families, improving infant/child wellness, and improving coping and parenting abilities for parents.
 
During the MHSA community planning process, stakeholders identified the Infant-Parent Center as the organization who should provide the services identified by the Project.  Although community-based organizations may provide components of the Project, the Infant-Parent Center focuses on providing specialized therapy services for families prenatal to age five and their staff are specially trained and experienced in the provision of these services.
 
Reason for Recommendation
MHSA mandates that stakeholders be provided with the opportunity to provide input into the MHSA Plan development on topics such as community needs and funding allocations.  During the community planning process for FY 2013-14, one of the unmet needs identified by the public was mental health services for children under the age of five and their families, for children who do not meet the specialty mental health criteria.  To address those needs, the Project was incorporated into the MHSA Plan under the PEI component.  
 
After the MHSA Plan is adopted by the Board of Supervisors, the County can begin implementation of the PEI projects identified in the MHSA Plan.  Due to the specialized nature of the services required under the Project, the provision of these services are more economical and feasible if performed by the Infant-Parent Center than through the County Mental Health Division.

1) Chair to sign two (2) originals of Agreement for Services 478-S1411.
2) Clerk of the Board to return one (1) original Agreement to HHSA at Briw Road.
