DISCUSSION / BACKGROUND

The County issued RFP 2025-0120 seeking qualified contractors to provide on-call general engineering and operational support services necessary to maintain day-to-day operations at County landfill and wastewater treatment facilities. These services are required to supplement County crews and ensure continuous compliance with environmental, regulatory, and operational standards.

 

The scope of work under this RFP included:

 

• Mixing and burying sludge

• Placement of temporary and permanent soil, synthetic, or clay cover material

• Erosion control, including drain line maintenance, silt fencing maintenance, sediment removal, and hydroseeding

• Grading and paving (resurfacing must be less than 1 inch)

• Dirt and gravel road maintenance

• Brush removal

• Pumping

• Slope maintenance and planting, including seeding and hydroseeding

• Pipe and valve maintenance

• Spray irrigation

• Perimeter fence maintenance

• Other similar maintenance work as defined under Public Contract Code section 22002

 

The RFP was advertised on the County’s procurement website on July 23, 2025. A total of seven proposals were received by the submission deadline. A review panel evaluated each proposal based on qualifications, technical approach, experience, capacity, references, and pricing.

 

Following the evaluation, the panel determined that Doug Veerkamp General Engineering, Inc. and Joe Vicini, Inc. were the highest-ranked firms and best suited to provide the on-call services required. Awarding contracts to two firms ensures operational flexibility, timely response to urgent needs, and continuity of service at critical facilities. Each agreement includes a maximum compensation amount of 300,000 for the contract term specified in the RFP. Work will be assigned on an as-needed basis through task orders issued by the Department.

 

ALTERNATIVES

The Board may choose to deny the award of the Agreements. This would result in Environmental Management being unable to fully perform the necessary maintenance work as proposed in the contracts for on-call landfill maintenance services, and the Union Mine Landfill and Wastewater Treatment Facility would need to close to county customers. Environmental Management is required by various permits and state mandates for the Union Mine Disposal Site to perform routine maintenance in order to maintain the day-to-day operations of the landfill. Not performing these services would violate these permits, and the County would be subject to significant monetary penalties by the State.

FINANCIAL IMPACT

There is no change to Net County Cost associated with this item. The Fiscal Year 2025-26 budget includes designated funding for these specific services under both Agreements. Future budgets will also include the funding for these services.

 

CLERK OF THE BOARD FOLLOW UP ACTIONS

1) Clerk of the Board will obtain the Chair's signature on two (2) originals of the Agreement; and 

2) Clerk of the Board will forward one (1) fully executed original Agreement to the Chief Administrative Office, Contracts and Procurement Unit, for further processing.
