DISCUSSION / BACKGROUND
The Director of Information Technologies position has been vacant since November 15, 2024. To ensure continuity of leadership and effective management of the Information Technologies Department, it is necessary to appoint an Interim Director during the ongoing recruitment and selection process for a permanent Director.
Under Salary and Benefits Resolution 200-2024, Section 1209, interim assignments are permissible when a position is vacant, and no permanent replacement has been appointed. The El Dorado County Charter (Article II, Section 203) authorizes the Board of Supervisors to fill vacancies to maintain operations. Ms. Earnshaw's appointment also complies with Personnel Rules Section 1105, which allows interim assignments for operational continuity. Title 2, Chapter 2.14 of the County Code further outlines the authority for appointing department heads.
Ms. Earnshaw meets the qualifications necessary to assume the duties and responsibilities of the Director of Information Technologies. Her appointment is consistent with the Personnel Rules governing interim assignments and has been approved by the Director of Human Resources. Upon approval by the Board of Supervisors, Ms. Earnshaw will assume full responsibility for the Director of Information Technologies duties, including management and oversight of all departmental functions, effective December 10, 2024.
If approved, Ms. Earnshaw will serve in this interim capacity until the Board appoints a permanent Director or takes further action to conclude her interim assignment.
ALTERNATIVES
The Board could choose not to appoint an Interim Director at this time. This decision could result in a gap in leadership and potentially impact the oversight and management of the Information Technologies Department during the recruitment process.
